Resumo: The oil business remains focused on safety, training and commitment indicator issues, as the search for the factors that affect the health and safety of its workforce continues as one of its major interests. The socio-technical and systemic approach constitute the cognitive system engineering focus on occupational safety, which analyzes human-machine as a whole instead of looking at the human, plus the machine and then the interface between them. This line has been called by some authors as resilience engineering. On the resilience engineering view point it is less important to understand why things go wrong. Coupled to that, the safety climate perception researches undertaken in the last 28 years, and more recently those related to the health perception, have turned to reviewing the relationship between health and safety climate perception and the safety performance. However none of them were conducted in oil and gas production platform environments, where no accident has occurred that resulted in lost time injury. The accident researches have been directed to accidents that take place and try to understand why. This research regarding personnel health and safety involved the offshore environment, where no lost-time injury has occurred, and tried to understand the reasons therefore. The two oil and gas production platforms located on the Continental Shelf in the Campos Basin, State of Rio de Janeiro, where the field research was conducted, have held excellent safety track records for the last 10 years.

A abordagem sociotécnica e sistêmica constitui o enfoque de engenharia de sistema cognitivo sobre a segurança no trabalho que analisa o conjunto humano-máquina ao invés de olhar o ser humano mais a máquina mais a interface entre ambos. Este enfoque tem sido denominado por alguns autores como engenharia de resiliência. Do ponto de vista da engenharia de resiliência é o de menor importância entender porque as coisas dão errado. Associado a isto, as pesquisas de percepção de clima de segurança empreendidas nos últimos 28 anos e mais recentemente as relacionadas à percepção da saúde; têm se direcionado para o exame da relação entre a percepção de clima de saúde e segurança e a performance da segurança. Entretanto, nenhuma delas foi realizada em ambientes de plataformas de produção de petróleo e gás, onde não se verificou a ocorrência de acidentes que tiveram como conseqüência acidentados com afastamento. As pesquisas de acidentes têm sido focadas nos acidentes que ocorrem e tentam entender o porque dos mesmos. A presente pesquisa relacionada à saúde e segurança de pessoas envolveu o ambiente offshore, onde não se verificou a ocorrência de acidentados com afastamento e buscou compreender as suas razões.
