Resumo: The process of regional integration in South America is a political phenomenon that has historical foundations in two antagonistic models, originating in the nineteenth century: Pan Americanism and bolivarianismo. The return of democracy in the region has allowed these countries closer together, impregnated, however, on the grounds of neoliberalism between the eighties and nineties of the last century. On the threshold of the new century, there is a significant change of the foundations of integration hitherto clearly trade for an institutional dimension to political, economic, social, cultural and strategic, with significant participation of Brazil, through different strategies their rulers, learned to perform with greater density representative on the regional and in the great debates of the international geopolitical scene, mainly from strategic thinking based on a movement of counter-hegemony.

O retorno da democracia na região permitiu maior aproximação entre estes países, impregnados, contudo, pelos fundamentos do neoliberalismo entre as décadas de oitenta e noventa do século passado.
