This research presents a proposal to define structuring factors for the deployment of the Brazilian Program of Life Cycle Assessment, under the regulations for conformity assessment of products by Inmetro. The research methodology applied is based on literature review that incorporates the contributions of major authors in the subject, analyzing academic papers and government regulations that describe how the LCA has been applied in different sectors of industry in Brazil and elsewhere, and selected based on the bibliography searched. Some government regulations form these countries determining rules and action plans necessary to structure the implementation of LCA more effectively in specific industry sectors were selected and analyzed. The results present fundamental structural factors, such as the training of specialized professionals in LCA to act in the consolidation of databases to base the inventories of Brazilian life cycle. In addition, other important proposals for the implementation of the Brazilian Program of Life Cycle Assessment, through Inmetro regulations of products, are analyzed and prioritized through interviews during the research. At the end, the most important actions are defined for the articulation of the actors involved and the dissemination of LCA ideas and the implementation of PBACV in the country. The analyzes presented in this paper consider that there are concerns from the government, business and society in general with the issues of sustainability and the adverse environmental impacts generated by human activities on the planet. Although it covers various aspects related to the protection of consumer safety and energy efficiency of products, the conformity assessment process carried out by Inmetro is currently lacking in consolidated procedures that include the different stages of the life cycle of products regulated by the institute.
