Resumo: The present paper was written with the purpose of studying the yet unclosed Case of Cia Mercantil Ingá. As such, it attempts to describe and to analyze both the history and the context of the contamination by heavy metals near one of the most beautiful bays located in the State of Rio de Janeiro, Brazil. The complexitity of the case is increased with the fragility of the legal and institutional framework applicable both to the valuation of environmental liabilities and the enforcement of recovery measures by society. We conclude that the Brazilian State should negociate recovery cenarios as part of private investments that might be channeled to opportunities raised by the logistics of Porto de Sepetiba. We also conclude that an adequate plan to establish environmental zones in the surrounding areas of the Sepetiba Bay might develop social mechanisms to environmental monitoring.
