Gestão de estoques de materiais e equipamentos para manutenção, reparo e operações na indústria intensiva em capital

Resumo: | At the beginning of the 21 st century the business environment may be described as that of global competition among large enterprises. It foliows that the need for successful implementation of corporate strategies has tumed the effective use of information systems into a differentiating factor. Within this framework, investments in real assets characteristic of capital intensive industry, such as Inventories of Materials and Equipments, demand proficiency in management, in order to assure the profitability of a business. In the Petroleum Industry the logistics costs are the main spend category, accounting for approximately 43% of total costs, 37% of which due to investments in Materiais and Equipments for Maintenance, Repairs and Operations MRO. Therefore, the analysis of the Costs of Inventories becomes relevant to evaluate its impact on the profitability of that industry. Starting from a Strategic Modei ofProfits, created by Douglas M. Lambert and James R. Stock, a model was deveioped to evaluate the impact of the Inventories on ROA (Return on Assets) and on ROE (Return on Equity). This model became the basis of the Program of Reduction of the Inventories Costs, which was applied to 27 Units of Petrobrás in Brazil and one Unit abroad: Colombia. The experience obtained was used to elaborate this Case Study in which, through the application of that Model, the results were evaluated from 1999 to 2003 in the Brazilian units, and in 2003 in Colombia. The anaiysis ofthe application ofthe Model, through simulation, resulted in an increase of up to 36% of ROA and an increase of 18% of ROE per year. On the other hand, the effective application of the Model resulted in significant improvements of key indicators, such as Inventory Level, Inventory Turnover, Inventory over Total Revenue (%), reaching the performance of Petrobrás the benchmarking levei of the international petroleum industry, according to CAPS (Center for Advanced Purchasing Studies), University of Arizona. Neste contexto, os investimentos em ativos reais, como Estoques de Materiais e Equipamentos, característicos da indústria intensiva em capital, requerem gestão eficaz sob pena de comprometer a rentabilidade dos negócios. Na Indústria de Petróleo o principal item de custos são os custos logísticos representam 43% -, dentre eles destacam-se os Materiais e Equipamentos para Manutenção, Reparos e Operações MRO representando 37%. O estudo dos Custos de Estoques toma-se relevante para avaliar seu impacto na rentabilidade dessa indústria. A partir do Modelo Estratégico de Lucros, criado por Douglas M. Lamber e James R. Stock, estabeleceu-se um Modelo de Avaliação do Impacto dos Estoques no ROA (Return on Ássets) e ROE (Return on Equity,), base de Programa de Redução dos Custos de Estoques aplicado em 27 Unidades da Petrobrás no Brasil e uma Unidade no exterior Colômbia. Por meio de um Estudo de Caso, estudou-se a aplicação desse Modelo, avaliando-se seus resultados no período de 1999 a 2003, no Brasil e no ano de 2003 na Colômbia. A análise da aplicação do Modelo, por simulação, apresentou acréscimo de até 36% no ROÁ e de 18% no ROE ao ano. Na efetiva aplicação do Modelo, verificou-se melhoria significativa em vários indicadores: Estoque, Giro de Estoques e Estoque sobre Faturamento Bruto, colocando a Petrobrás dentro da faixa de benchmarking da indústria internacional de petróleo, segundo a CAPS (Center for Advanced Purchasing Studies), Universidade do Arizona.
