Resumo: It researches how a rating of the pollution risks can be established, in order to define the value of the the environmental insurance premium, discounting individuals and companies that accomplish actions to reduce them. It verifies that the environmental insurance is still quite a little used as tool of pollution control and that in Brazil this modality of businesses was not still initiate. It presents the concepts of environmental insurance and the application of the technological risk analysis and the environmental impact studies as base for the new discipline of environmental risk analysis. It discusses how environmental risk analysis, can be used to aid the insurance companies in the consideration of the value of the premium, as a function of the level of current risk of a specific installation. It intends to elaborate a method that offers an analytical and structured approach for consideration of the pollution risks providing direction to the decision makers during the trade-off accomplishment, as for the reduction or increase of the insurance premium, or as for the need to invest additionally in prevention, in order to reduce risks and to minimize possible environmental damages. It establishes a protocol that can be applied to on shore activities of petroleum industry to evaluate the environmental risk. It presents the result of a case study of the application of the method in a Gas Sation installation. It concludes that the proposed method, gathering the private insurance and the necessary auditing constitutes in a powerful combination of two market mechanisms, that can convince companies of the advantages of implementing a risk management program to turn their facilities more safe, where the insurance company will fasten the value of the premium based on the results of these auditings and in the risk analysis of the installation. It also concludes, that the insurance companies doesn t still have a technical team capable to drive these works, and that the appropriate profiles for this new work segment are the experts in environmental subjects, that can visit the interested client and are able to accomplish a discerning evaluation of the environmental conditions of the installation; as well as professionals with knowledge in risk analysis, that are responsible to elaborate the analysis protocols and to accomplish the final risk analysis

Após verificar que o seguro ambiental é ainda bastante pouco utilizado como ferramenta de controle de poluição e que no Brasil esta modalidade de negócios ainda não foi iniciada, apresenta os conceitos de seguro ambiental, a aplicação da análise de risco tecnológica e os estudos de impacto ambiental como base para a nova disciplina de análise de risco ambiental. Discute como a análise de risco ambiental pode ser usada para auxiliar as seguradoras na ponderação do valor do prêmio, em função do nível de risco atual de uma instalação específica. Propõe elaborar um método que oferece uma abordagem sistêmica, analítica e estruturada para ponderação dos riscos de poluição, provendo direção aos tomadores de decisão, na realização de trade-off, quanto à redução ou aumento do prêmio do seguro, ou quanto à necessidade de investir-se adicionalmente em prevenção, a fim de reduzir riscos e minimizar possíveis danos ambientais. Estabelece um protocolo que pode ser aplicado às atividades de petróleo on shore para avaliar o risco ambiental. Apresenta o resultado de um estudo de caso da aplicação do método em um Posto de Revenda de Combustível. Conclui que o método proposto, reunindo o seguro privado e as auditorias necessárias, constitui-se de uma combinação poderosa de dois mecanismos de mercado, que podem convencer muitas empresas das vantagens de implementar um programa de gerenciamento de risco, a fim de tornar suas instalações mais seguras, de modo que a seguradora fixará o valor do prêmio fundamentada no resultados das auditorias e na análise de risco da instalação.
