This dissertation aims to identify the main goals and demands of South American countries during the process of integration via the Mercado Comum do Sul (MERCOSUL). By analyzing the mechanisms of integration in Latin America, this dissertation reviews the inter-relationship between the structures of power of the international system and the process of formulation of external policy by South American economies, in the relentless quest for insertion into the international markets. The development of the concept of regional integration, in light of the theories of International Relations, is presented in this work as the cornerstone for the definition of the principles of industrial modernization, logistic integration and promotion of social equality, which in turn should guide the mechanisms of regional integration after the Cold War. This text also reviews the functions and strategies adopted by the new mechanisms of political negotiation applied by South American sub-regional blocks to reach convergence of their efforts of competitive insertion into the international economy.
