O Programa Favela-Bairro: dois estudos de caso

Resumo: At this paper we analyze the Favela-Bairro Programme, the main intervention policy in the Rio s slums on the past decade. Through the Parque Royal and Parque Proletário do Grotão cases we will try to understand five basic questions: (i) the project s development, (ii) the popular participation on the project s development, (iii) the comparison between the beginning and the end of the Programme, (iv) the so far aimed integration between slums and neighbours and (v) the current status in wich the researched slums are after a intervening decade. This research concluded that there were few progresses under the social area domain. Also there were few progresses on income-generating activities and land registry. The programme benefited infrastructure works and urban equipments that were installed contiguous to the neighbours. Today the slums are in a precarious state due to the lack of equipments maintenance. We also infer that the Favela-Bairro Programme as well as the others programmes implemented from the 40 s until now does not act in the causes of emerging slum areas. It questions even the validity of the occurred improvements as they were verified on the researched slums.

It questions even the validity of the occurred improvements as they were verified on the researched slums.No presente estudo, analisamos a atual e principal política de intervenção nas favelas cariocas há mais de uma década, o Programa Favela-Bairro. Através de dois estudos de caso (Parque Royal e Parque Proletário do Grotão), buscamos compreender cinco questões: a concepção do projeto, a participação (ou não) da população na concepção do projeto, a comparação entre o antes e o depois do programa, a tão buscada integração entre a favela e o bairro e a atual situação em que se encontram as favelas pesquisadas passada mais de uma década da intervenção. A pesquisa nos permitiu concluir que o programa avançou muito pouco na área social. A geração de renda e a regularização fundiária obtiveram resultados inexpressivos. A intervenção privilegiou as obras de infra-estrutura e equipamentos urbanos. Os equipamentos urbanos foram instalados contíguos aos bairros. As favelas encontram-se sob um estado de precariedade devido à falta de manutenção. Ainda constatamos que, assim como os demais programas adotados a partir da década de 1940, o Programa Favela-Bairro não atua nas causas do processo de favelização.
