Sistemas de proteção social e políticas de renda mínima na contemporaneidade: uma análise do programa bolsa família no município do Rio de Janeiro

This essay aims to examine the implementation of the Brazilian minimum income policy: the Bolsa Família Program. The study focuses on the integration between the program and a cohesive and wide social protection net. The discussion about the integration of the minimum income policies with the systems of social protection is getting a great dimension in different countries of the world, in the contemporaneity, mainly in latin-american countries such as Brazil. One of the core issues, in this debate, refers to the difficulty of integration of these policies and the current policies of the latin-american legal systems of social protection, when compared with the progressive and pioneering experiences of countries with an advanced capitalism. The present work sought to identify elements that shows the degree of integration in these different countries. Specifically, the experience of the Program Bolsa Família in the city of Rio de Janeiro was taken as reference.This Program, since the year of 2003, has been implemented in Brazil and plays a main role in the strategy to battle poverty. The conditions expected in its operational drawing can, according to the Federal Government, promote the inclusion of its beneficiaries in a wide net of social protection. However, there are many institutional problems in the construction of these mechanisms in the local spheres. Therefore, this essay sought to examine, through a research of documents and semi-structured interviews with the managers of this Program in the city of the Rio de Janeiro, mainly, the institutional obstacles concerning the implementation of its conditions. The boundaries of analysis in this research were: Program Bolsa Família in the Organizational Structure of the SMASRJ; Previous legacy of the Politics of Minimum Income in the SMAS-RJ; Context of Implementation of the Program Bolsa Família in the City of the Rio de Janeiro; condition of the Program. The main results of this research have pointed that the SMAS is eager to construct an identity of the Program, commencing from SUAS. However, this secretariat did not have previous experience with other government sections, hence, the difficulty of relations with other State bodies of the Program. Furthermore, it does not possess a good technological infrastructure and it is not receiving financial resources for the implementation of policies that would complement the Program. On the other hand, it possesses a great technical body of specialised professionals, who are available to support, guide and subscribe the families in the Program of social protection.
