O sistema financeiro e os princípios do Equador : ferramenta para a gestão socioambiental no Brasil?

Resumo: | The research aims at the study of the sustainability in the Brazilian Financial system, through the tool of regional auto-regulation called Equador Principles. It comes from the premise that the banks have been forced to reevaluate their role in the society, especially in relation to the concession of the credit. Nowadays, beyond the traditional economic-financial parameters, the environmental and social impacts of the financed enterprises have been considered. For the accomplishment of the objectives of the research, it was opted to studying the social-environmental management in the banking sector through the Equator Principles (PE), created by the initiative of the World Bank and International Finance Corporation (IFC). It deals with environmental and social risks in the financing of investment projects of great values (above of USS 50 million), called Project finance, generally related to the enterprises of significant environmental and/or social impact, in sectors such as energy, oil, paper and cellulose. The present research also aims to identify the pre requirements for the adoption and application of the EP by the banks that act in Brazil and to evaluate its potential as the propelling of the responsible credit management and as the inductive of sustainable practices in the companies. Initially, a bibliographical research was one, approaching theoretical referential on sustainable development, corporate social responsibility and related subjects. Moreover, information had been gotten as: conceptual basis of the Principles, signatory banks, results of the EP implantation and monitoring, by the organized civil society. In order to complement such information and raise the current situation of its implementation in Brazil, research in websites and the sending of simple questionnaires to some signatory banks had been made. The information which was gotten suggests that this tool can contribute for the social-environmental management of credit in Brazil, even among the signatory banks as the other participants on the market of Project finance, through the dissemination of the culture of management of the social and environmental risks. The results also indicate that the EP can be inducing good practices of social-environmental management in other activities of the signatory banks, with potential to make it also, among the financed companies. |

Parte da premissa de que os bancos vêm sendo forçados a reavaliar seu papel na sociedade, especialmente em relação à concessão de crédito. Cada dia mais, além dos parâmetros econômico-financeiros tradicionais, os impactos ambientais e sociais dos empreendimentos financeiros vêm sendo considerados. Para o atingimento dos objetivos da pesquisa, optou-se por estudar a gestão sócioambiental no setor bancário através dos Princípios do Equador (PE), criados por iniciativa do Banco Mundial e da International Finance Corporation (IFC). Os PE tratam de riscos ambientais e sociais no financiamento de projetos de investimento de grande porte (acima de 50 milhões), chamados Project Finance, geralmente ligados a empreendimentos de significativo impacto ambiental e/ou social, em setores como energia, petróleo e papel e celulose. A presente pesquisa também visa identificar as condicionantes para a adoção e aplicação dos PE pelos bancos que atuam no Brasil e avaliar seu potencial como impulsionadora da gestão responsável do crédito e indutora de práticas sustentáveis nas empresas. Inicialmente, foi realizada pesquisa bibliográfica, abordando referenciais teóricos sobre desenvolvimento sustentável, responsabilidade social e empresarial e temas relacionados. Também foram obtidas informações como: bases conceituais dos Princípios, bancos signatários, resultados do monitoramento da implantação dos PE por parte da sociedade civil organizada, entre outras. Para complementar tais informações e levantar a situação atual de sua implementação no Brasil, foram feitas pesquisas nos websites e envio de questionários simples a alguns bancos signatários. As informações obtidas sugerem que esta ferramenta pode contribuir para a gestão socioambiental do crédito no Brasil, tanto entre os bancos signatários quanto entre os demais participantes do mercado de Project finance, através da disseminação da cultura de gestão de riscos sociais e ambientais.
