Uma abordagem sobre a necessidade dos gerentes conhecerem e aplicarem o sistema de gestão pela qualidade total, nas organizações públicas e privadas

This paper s main goal is to evaluate and understand why not enough Brazilian companies, public or private, aim at obtaining the benefits of implanting a Total Quality Management System. By implanting it, they could participate in an awarding and certification process with the competent agencies, gaining competitive value and obtaining an exceeding position in the global market. A post-positivist methodology was used in this qualitative research because a bibliographic research was made to better describe the Theoretical Foundation (concepts inherent to the National Quality Awards, to the norms of the ISO 9000:2000 family, to the classic Business authors, etc.) and to form some a priori knowledge before collecting data. The deductive method was used with a certain inference in the inductive and in the investigation to pursue firmer truths. A descriptive research was made, for this is a research in human and social science. A documental research aiming to consider the Hypothesis that there is a need to update the curricular grid in the Instituições de Ensino Superior (IES) ( Higher Education Institutions ) was made with MEC ( Education and Culture Ministry ) in the pedagogical documents inherent to the Business Administration graduation course, being this College responsible for the formation of professionals with the necessary skills for the improvement of entrepreneur functions, that also know how to make decisions in different levels of complexity. In this way, by guaranteeing the representation of the sample, executives of agencies responsible for the elaboration of quality norms participated in the research, through authorization, certification, and awarding inherent to quality, of big and small businesses that have already been awarded and certified, of the administrators and components of the teacher and student bodies of the IES that were not awarded nor certified. The research s results, although other motives were detected, confirmed the initial suspicion of the businessmen s unknowledge of the Total Quality Management System. The lack of update in the curricular context was also cited in the documental research with MEC and in the analysis of the interviews with principals, coordinators, teachers, and students in the Business School. They affirmed that if there were teachings of the topic inherent to this Dissertation in the curricular contexts the current situation of very little awarding and certification would be reversed
