Associations of people with chronic condition: the policy as a strategy for the construction of citizenship

Resumo: In Brazil, the experience of chronic condition, mainly for people affected by limitations and disabilities, is marked by a history of challenges and sufferings when seeking care for their needs. The nursing is aware of the responsibilities facing by issues lived for them while it recognized the political power that they can acquire to constitute themselves as a politically organized group. In this report we bring the experience of the nursing in the creation of three users’ associations in Mato Grosso. Our objective was to aid this initiative and to explain the epistemological basis on which has been supporting this work, articulating theories with our practice as professionals and researchers in health. It was reported as we established the relationship with users and their families who experience chronic health conditions. We believe that we encourage the exercise of policy, the knowledge of the State’s responsibilities and the recognition of the strength of associations as instruments to support the search for attention to needs of life and health. However, due to the great difficulties that these people face in the production of their existence, this is a support that should be continued and more intensive than initially we thought.

La enfermería tiene consciencia de la responsabilidad frente a las cuestiones vivenciadas por ellas, al mismo tiempo que reconoce la fuerza política que ellas pueden adquirir al constituirse como un grupo organizado políticamente. En este relato traemos la experiencia de la participación de la enfermería en la creación de tres asociaciones de usuarios en la provincia de Mato Grosso, Brasil. Nuestro objetivo fue dar visibilidad a esa iniciativa y explicitar el sustento epistemológico en que se apoya este trabajo, articulando teorías con nuestra praxis como profesionales y investigadores en salud. Relatamos como establecemos la relación con los usuarios y sus familiares que vivencian condiciones crónicas de salud. Consideramos que conseguimos incentivar el ejercicio de conductas políticas, el conocimiento de las responsabilidades del Estado y el reconocimiento de la fuerza concreta de las asociaciones como instrumentos de apoyo en la busca por atención a las necesidades de vida y de salud. Pero, debido a las grandes dificultades que esas personas tienen para la producción de su propia existencia, este suporte debe ser más intenso y continuado de lo que pensamos inicialmente.No Brasil, a vivencia da condição crônica, principalmente das pessoas afetadas por limitações e incapacidades, é marcada por uma trajetória de desafios e sofrimentos em busca por atendimento as suas necessidades. A enfermagem tem consciência da responsabilidade frente às questões vivenciadas por elas ao mesmo tempo em que reconhece a força política que elas podem ter ao constituir grupos organizados. Assim, procuramos relatar a experiência da participação da enfermagem na criação de três associações de usuários em Mato Grosso. Nosso objetivo foi dar visibilidade a essa iniciativa e explicitar a base epistemológica em que ela vem se sustentando, articulando teorias com a nossa práxis como profissionais e pesquisadores em saúde. Relatamos como estabelecemos a relação com os usuários e seus familiares que vivenciam condições crônicas de saúde. Consideramos que conseguimos incentivar o exercício da politicidade, o conhecimento das responsabilidades do Estado e o reconhecimento da força concreta das associações como instrumentos de apoio na busca por atenção as necessidades de vida e saúde.
