Resumo: Brazilian public safety policies have been and are still guided by eminently repressive paradigms. Despite the re-democratization and promulgation of the Federal Constitution of 1988, public safety remained founded on the conceptions of national defense and internal defense developed in the Military Dictatorship, which, in practice, created the figure of an internal enemy to be fought. Democratic openness was not enough to enable structural reforms in the public safety system, which remained centralized in police institutions with a scope of ensuring public order and the safeguarding of the heritage of certain classes. In this conservative scenario, the implementation and consolidation of human rights policies in the public safety system took place late in history - still facing difficulties in consolidating a public safety model capable of ensuring access to rights and the full exercise of citizenship. The focus of the research is to verify whether the Civil Police of the State of Goiás implemented the didactic-pedagogical proposal of a cross-sectional and interdisciplinary approach to human rights issues in the professional training of Civil Police in Goiás, as recommended in the National Human Rights Education Plan (PNEH), of 2006, and the National Curriculum Matrix for Training Actions of Public Security Professionals (MCNSP), of 2014. In order to achieve said objective, the investigation will make a detailed compared documentary analysis of the professional training curricula of agents, clerks and delegates of the Civil Police of the State of Goiás of 2017 and 2019, respectively, with the policies established by the Federal Government for the training of public safety professionals. In addition, survey questionnaires were applied to thirty-six civil policemen from Goiás who participated in the professional training in 2017 as students, teachers and managers. The results obtained with the research revealed the non-adherence of the Civil Police of the State of Goiás to the National Human Rights Education Plan (PNEH), of 2006, and the National Curriculum Matrix for Training Actions of Public Security Professionals (MCNSP), of 2014 in the professionals training of 2017 and 2019.

Apesar da redemocratização e da promulgação da Constituição Federal de 1988, a segurança pública se manteve fundada nas concepções de defesa nacional e defesa interna desenvolvidas durante a Ditadura Militar que, na prática, criou a figura de um inimigo interno a ser combatido. A abertura democrática não foi suficiente para viabilizar reformas estruturais no sistema de segurança pública, que continuou centralizado nas instituições policiais com escopo de garantir a ordem pública e a preservação do patrimônio de determinadas classes. Neste cenário conservador, a implantação e consolidação de políticas de Direitos Humanos no sistema de segurança pública deu-se tardiamente - enfrentaram e ainda enfrentam dificuldades para consolidar um modelo de segurança capaz de garantir o acesso a direitos e o pleno exercício da cidadania. Diante disto, o foco da pesquisa foi verificar se a Polícia Civil do Estado de Goiás implementou a proposta didático-pedagógica de abordagem transversal e interdisciplinar de temas relacionados aos Direitos Humanos no currículo da formação profissional dos policiais civis goianos, conforme preconizado pelo Plano Nacional de Educação em Direitos Humanos (PNEDH), de 2006, e pela Matriz Curricular Nacional para Ações Formativas dos Profissionais da área de Segurança Pública (MCNSP), de 2014. Para tanto, foi realizada uma análise documental comparada dos currículos de formação profissional dos agentes, escrivães e delegados da Polícia Civil do Estado de Goiás dos anos de 2017 e 2019, respectivamente, com algumas diretrizes das referidas políticas estabelecidas pelo Governo Federal para a formação em Direitos Humanos dos profissionais de segurança pública. Além disto, foram aplicados questionários “survey” a trinta e seis policiais civis goianos que participaram da formação profissional do ano de 2017 na condição de alunos, professores e/ou gestores.
