Gestão de políticas públicas aplicadas aos distritos industriais de Goiás – plano de ação para atender às regiões menos dinâmicas do estado

Based on the concentration of the industrial districts administered by CODEGO in the most dynamic regions of the state, this study aims to elaborate a plan of action that distributes, through pre-established criteria, these districts through the Goiás territory, in order to satisfactorily meet all regions, in particular the less dynamic ones. For this, it is necessary to diagnose the situation in which the disposal of the same is available, proving the mentioned concentration and its possible causes. The theoretical basis of the themes that underpin the research approach deals with issues related to industrial policies, regional development and industrial districts. The justification for this study is the fact that the implementation of industrial public policies, such as the use of industrial districts, is based on the attempt to redistribute income in order to reduce regional inequalities and, in this way, must reach satisfactorily all regions involved in the process and not only those that seemingly offer better conditions and facilities for their implementation. The methodology has a qualitative approach with the type of research being the applied study and the action research, that will use as techniques simultaneously the documentary research and the analysis of content. The work resulted in the verification of the concentration of industrial districts in the most dynamic regions and also in the identification of the accentuation of the regional inequality promoted by the state itself, when it uses criteria that benefit more prosperous regions for the implantation of the districts, proposing a plan of action that , by means of qualitative and geographic criteria, creates, extinguishes or rearranges the districts, serving all the regions of the state, so that 94% of the municipalities of Goiás state would be less than 100 km from at least one industrial district.
