Espaço, rede e corporação: evolução multifuncional do grupo Algar

Resumo: The multifunctional and multi-localized corporations maximize advantages executing spatial diffusion and functional diversification. Largely, the new initiatives contribute to reduce the competitive pressures and minimize the deleterious effects of the excessive capital centralization. The expansionist impulse, however, can’t dispense with tightly tied political-institutional judgments. Soon, the organizations which have a clear influence over production processes of the geographic space. This thesis analyses the spatialities of the Algar Group, considering its cutouts of horizontalities and uprightness, as well as its network organization. Therefore, this research embraces the area of spatial, organizational and sociopolitical strategies, considering the advent of technical networks and the market’s effervescence in Triângulo Mineiro, the conjugation of actions of a developmentalist/authoritative state and the corporation’s adherent to the project, and the moment which the related networks sought to outline a virtual retreat from the state’s assertive over the territory. Thus, the thesis revels that the corporation’s actions keed a close relation to the aspects of Triângulo Mineiro’s socio spatial formation and with land use planning policies applied by the Brazilian State for the integration of the national economy, outlining a peculiar spatiality which cause this relational beam. The methodological procedures were based on bibliographic and documental researches, and the treatment of secondary data. These data were obtained from official government agencies, as Instituto Brasileiro de Geografia e Estatística (IBGE), Agência Nacional de Telecomunicações (ANATEL), Banco Nacional de Desenvolvimento Econômico e Social (BNDES); from sectoral agencies and from the corporation’s own website. Thus, the primary information gathering occurred through interviews and field trips accomplished along active assets of the Group, such administrative headquarters and farms. The interpretation and mapping of the data evidenced the way which the subspaces were controlled by exogenous and hierarchical solicitations, but significant and capitalized ones by the actors of the place. This path revealed that the events which inhabit the geography of the highlighted object sparked fundamental spatialities to the evolution of the Corporation, in a way that the horizontal consolidation movements and the vertical expansion of the Algar Group made it possible to emerge a true territorial network complex, here, interpreted from the point of view of techniques, tactics, and from political institutional arrangements. Such procedure was fundamental to clear the influence capacities, of bargain and primary relations of power. Therefore, the analysis points out that the spatialities of the Algar Group are a mixture of the intrinsic distortions to the current territorial division of labor in the country.

O ímpeto expansionista, no entanto, não pode prescindir de ajuizamentos político-institucionais bem amarrados e que favoreçam a criação de espaço novo aos capitais acumulados. Logo, são organizações que exercem flagrante influência sobre os processos de produção do espaço geográfico. Esta tese analisa as espacialidades do Grupo Algar, considerando os seus recortes de horizontalidades e de verticalidades, bem como a sua organização em rede. Para tanto, a pesquisa embrenha na arena das estratégias espaciais, organizacionais e sociopolíticas que permeiam o caso em tela. Do ponto de vista das mudanças socioespaciais, consideramos o advento das redes técnicas e da efervescência mercantil no Triângulo Mineiro, a conjugação das ações de um Estado desenvolvimentista/autoritário e das corporações aderentes ao projeto, e o momento em que as redes relacionais buscaram contornar um virtual recuo da assertiva estatal sobre o território. Tendo isso em vista, a tese revela que as ações da corporação guardam estreita relação com os aspectos da formação socioespacial triangulina e com as políticas de ordenamento territorial executadas pelo Estado brasileiro para a integração da economia nacional, delineando uma peculiar espacialidade que desencadeou esse feixe relacional. Os procedimentos metodológicos fundamentaram-se em pesquisa bibliográfica, documental, e no tratamento de dados secundários. Estes foram obtidos de órgãos oficiais, a exemplo do Instituto Brasileiro de Geografia e Estatística (IBGE), da Agência Nacional de Telecomunicações (ANATEL), do Banco Nacional de Desenvolvimento Econômico e Social (BNDES); de agências setoriais e dos próprios sites da corporação. Por sua vez, o levantamento de informações primárias ocorreu por meio de entrevistas e de trabalhos de campo realizados junto a ativos fixos do Grupo, tais como sedes administrativas e fazendas. A interpretação e o mapeamento dos dados evidenciaram a forma pela qual os subespaços foram contingenciados por solicitações exógenas e hierarquizadas, mas significadas e capitalizadas pelos atores do lugar. Esse caminho revelou que os eventos que habitam a geografia do objeto em destaque deflagraram espacialidades fundamentais à evolução da corporação, de maneira que os movimentos de consolidação horizontal e de expansão vertical do Grupo Algar fizeram emergir um verdadeiro complexo territorial em rede, aqui, interpretado do ponto de vista das técnicas, das táticas e dos arranjos político-institucionais. Tal procedimento foi fundamental no sentido de clarear as capacidades de influência, de barganha e as precípuas relações de poder.
