Resumo: PrEP (pre-exposure prophylaxis) is a compound of tenofovir and emtricitabine that, taken daily, has the potential to reduce the number of new HIV infections significantly. It was implemented as a public policy in Brazil in 2017, and its use is recommended for gay men and other men who have sex with men (MSM), sex workers, trans people, and injecting drug users (BRASIL, 2018), key populations experiencing a concentrated epidemic (UNAIDS, 2007). In Brazil, from 2007 to 2019, the number of reported cases increased by 530%, with the most significant increase being among young people and adults aged 15 to 24 years. These numbers, especially among MSM, reveal the limitations and failures of prevention policies (CALAZANS, PINHEIRO, AYRES, 2018), and come from the dismantling of HIV and AIDS care, prevention and treatment policies that have plagued the country since 2012. Since the beginning, AIDS and HIV have been carved out as a biopolitical device (PELÚCIO; MISKOLCI, 2009) for the control of populations, which involves a heterogeneous set of elements, such as NGOs and OSCIPS, the media, the scientific, moral and religious discourse, the pharmaceutical industry, the scientific disputes of laboratories, the government of oneself and others. In this context, science reduces the body and sexuality to what they have as the latest and operates through the biological and somatic, seeking global results of balance and regularity (FOUCUALT, 1979, 2010). This dynamic establishes a process of biomedicalization of sexualities and neoliberal prevention, where Pre-Exposure Prophylaxis (PrEP) is spotted. It is located in a field of dispute between the forms of HIV prevention because it raises a complex series of agencies and controversies about science, the State, risk management, sexualities, and people. From this point, what we intend to answer is which controversies are generated from PrEP on Youtube?. To ensure that, we used the Cartography of Controversies proposed by Tomaso Venturini (2009, 2010) and anchored in the Actor-Network Theory proposed by Latour (2012). We collected Youtube videos published by actors from the LGTBTQIA+ community, using Youtube Data Tools tool, and analyzed the amount of 69 videos published in Portuguese between 2017 (the year of implementation of PrEP) and 2021. In the PrEP case, we glimpse cosmologies whose disputes are established, above all, in the context of recommendations for the use of prophylaxis (how and who can have access to prophylaxis), in the dynamics of a public health protocol, and the moralization of dissident sexual practices. People mainly settle between the new vs old prevention paradigm; education and respect for human rights vs drug prevention; condoms vs PrEP; individual responsibility vs population security; absence and cut off funds for treatment with HIV and AIDS vs investment in prevention; key populations vs prophylaxis coverage. Around these disputes, a network is formed from the interaction of digital platforms, experts, influencers, NGOs and OSCIPS, public and private institutions, prophylaxis users, scientific disseminators, people living with HIV, laws and norms, diseases, and preventive technologies.

Se implementó como política pública en Brasil en 2017 y se recomienda su uso para hombres homosexuales y otros hombres que tienen sexo con hombres (HSH), trabajadores sexuales, personas trans y usuarios de drogas inyectables (BRASIL, 2018), poblaciones clave que experimentan una epidemia concentrada (ONUSIDA, 2007). En Brasil, de 2007 hasta 2019, el número de casos notificados aumentó en 530%, siendo el aumento más significativo entre jóvenes y adultos de 15 a 24 años. Estos números, especialmente entre HSH, demuestran las limitaciones y fallos de las políticas de prevención (CALAZANS, PINHEIRO, AYRES, 2018), y se derivan del desmantelamiento de las políticas de atención, prevención y tratamiento del VIH y SIDA que azotan al país desde 2012. Desde un principio, el SIDA y el VIH se han consolidado como un dispositivo biopolítico (PELÚCIO; MISKOLCI, 2009) para el control de las poblaciones, que involucra un conjunto heterogéneo de elementos, como las ONG y las OSCIPS, los medios de comunicación, los discursos científicos, morales y religiosos, la industria farmacéutica, las disputas científicas de los laboratorios, el gobierno de uno mismo y de los demás. En este contexto, la ciencia reduce el cuerpo y la sexualidad a lo último que tienen y opera a través de lo biológico y somático buscando resultados globales de equilibrio y regularidad (FOUCAULT, 1979, 2010). Esta dinámica instaura un proceso de biomedicalización de las sexualidades y prevención neoliberal, donde se inserta la Profilaxis Pre-Exposición (PrEP). Se ubica en un campo de disputa entre las formas de prevención del VIH porque plantea una serie compleja de agencias y controversias sobre la ciencia, el Estado, la gestión del riesgo, las sexualidades y las personas. A partir de aquí, lo que pretendemos responder es ¿qué controversias se generan a partir de la PrEP en Youtube? Para ello, utilizamos la Cartografía de las Controversias propuesta por Tomaso Venturini (2009, 2010) y anclada en la Teoría Actor-Red propuesta por Latour (2012). Recolectamos videos de Youtube que han sido publicados por actores de la comunidad LGTBTQIA+, utilizando la herramienta Youtube Data Tools y analizamos un total de 69 videos publicados en portugués entre 2017 (año de implementación de PrEP) y 2021. En el caso de PrEP, vislumbrar cosmologías cuyas disputas se establecen, sobre todo, en el contexto de las recomendaciones para el uso de la profilaxis (en el contexto de quién puede y cómo puede acceder a la profilaxis), en la dinámica de protocolo de salud pública y en el contexto de la moralización de prácticas sexuales disidentes. Los actores se conforman principalmente entre el nuevo y el viejo paradigma de la prevención; educación y respeto a los derechos humanos vs prevención de drogas; condones versus PrEP; responsabilidad individual vs seguridad de la población; ausencia y corte de financiamiento para tratamiento de VIH y SIDA vs inversión en prevención; poblaciones clave vs cobertura de profilaxis. En torno a estas disputas se forma una red a partir de la interacción de plataformas digitales, expertos, influencers, ONG y OSCIPS, instituciones públicas y privadas, usuarios de profilaxis, divulgadores científicos, personas que viven con VIH, leyes y normativas, enfermedades y tecnologías preventivas.A PrEP (profilaxia pré-exposição) é um composto de tenofovir e entrecitabina que, ingerido diariamente, tem potencial para reduzir consideravelmente o número de novas infecções de HIV. Ela foi implementada como política pública no Brasil em 2017 e seu uso é recomendado para gays e outros homens que fazem sexo com homens (HSH), trabalhadores/as do sexo, pessoas trans e usuários de drogas injetáveis (BRASIL, 2018), populações chave que vivenciam uma epidemia concentrada (UNAIDS, 2007). No Brasil, de 2007 a 2019, o número de casos notificados aumentou 530%, sendo que o aumento mais expressivo foi entre jovens e adultos de 15 a 24 anos. Esses números, sobretudo entre os HSHs revelam as limitações e os fracassos das políticas de prevenção (CALAZANS, PINHEIRO, AYRES, 2018), e decorrem do desmonte das políticas de cuidado, prevenção e tratamento do HIV e aids que assolam o país desde 2012. Desde o início, a aids e o HIV consolidam-se como um dispositivo (PELÚCIO; MISKOLCI, 2009) biopolítico de controle das populações, que envolve um conjunto heterogêneo de elementos, como as ONGs e OSCIPS, a mídia, o discurso científico, moral e religioso, a indústria farmacêutica, as disputas científicas dos laboratórios, o governo de si e dos outros. Nesse contexto, a ciência reduz o corpo e a sexualidade aquilo que eles têm de último e operam no por meio do biológico e do somático buscando resultados globais de equilíbrio e regularidade (FOUCUALT, 1979, 2010). Essa dinâmica instaura um processo de biomedicalização das sexualidades e prevenção neoliberal, onde está inserida a Profilaxia Pré- Exposição (PrEP). Ela se localiza, em um campo de disputa entre as formas de prevenção ao HIV porque suscita uma série complexa de agenciamentos e controvérsias sobre a ciência, o Estado, o gerenciamento de riscos, as sexualidades e as pessoas. Desse ponto, o que pretendemos é responder quais controvérsias são geradas a partir da PrEP no Youtube?. Para tanto nos utilizamos da Cartografia das Controvérsias proposta por Tomaso Venturini (2009, 2010) e ancorada na Teoria Ator-Rede proposta por Latour (2012). Coletamos vídeos do Youtube que tenham sido publicados por atores da comunidade LGTBTQIA+, utilizando a ferramenta Youtube Data Tools, e analisamos um total de 69 vídeos publicados em português entre 2017 (ano de implementação da PrEP) e 2021. No caso da PrEP, vislumbramos cosmologias cujas disputas se estabelecem, sobretudo, no âmbito das recomendações de uso da profilaxia (no contexto de quem pode e como pode ter acesso à profilaxia), na dinâmica de um protocolo de saúde pública e no contexto de moralização de práticas sexuais dissidentes. Os atores estabelecem-se principalmente entre o novo vs antigo paradigma de prevenção; a educação e o respeito aos direitos humanos vs prevenção medicamentosa; a camisinha vs a PrEP; responsabilidade individual vs segurança populacional; ausência e corte de verba para tratamento com HIV e aids vs investimento de prevenção; populações-chave vs cobertura da profilaxia. description PrEP (pre-exposure prophylaxis) is a compound of tenofovir and emtricitabine that, taken daily, has the potential to reduce the number of new HIV infections significantly. It was implemented as a public policy in Brazil in 2017, and its use is recommended for gay men and other men who have sex with men (MSM), sex workers, trans people, and injecting drug users (BRASIL, 2018), key populations experiencing a concentrated epidemic (UNAIDS, 2007). In Brazil, from 2007 to 2019, the number of reported cases increased by 530%, with the most significant increase being among young people and adults aged 15 to 24 years. These numbers, especially among MSM, reveal the limitations and failures of prevention policies (CALAZANS, PINHEIRO, AYRES, 2018), and come from the dismantling of HIV and AIDS care, prevention and treatment policies that have plagued the country since 2012. Since the beginning, AIDS and HIV have been carved out as a biopolitical device (PELÚCIO; MISKOLCI, 2009) for the control of populations, which involves a heterogeneous set of elements, such as NGOs and OSCIPS, the media, the scientific, moral and religious discourse, the pharmaceutical industry, the scientific disputes of laboratories, the government of oneself and others. In this context, science reduces the body and sexuality to what they have as the latest and operates through the biological and somatic, seeking global results of balance and regularity (FOUCUALT, 1979, 2010). This dynamic establishes a process of biomedicalization of sexualities and neoliberal prevention, where Pre-Exposure Prophylaxis (PrEP) is spotted. It is located in a field of dispute between the forms of HIV prevention because it raises a complex series of agencies and controversies about science, the State, risk management, sexualities, and people. From this point, what we intend to answer is which controversies are generated from PrEP on Youtube?. To ensure that, we used the Cartography of Controversies proposed by Tomaso Venturini (2009, 2010) and anchored in the Actor-Network Theory proposed by Latour (2012). We collected Youtube videos published by actors from the LGTBTQIA+ community, using Youtube Data Tools tool, and analyzed the amount of 69 videos published in Portuguese between 2017 (the year of implementation of PrEP) and 2021. In the PrEP case, we glimpse cosmologies whose disputes are established, above all, in the context of recommendations for the use of prophylaxis (how and who can have access to prophylaxis), in the dynamics of a public health protocol, and the moralization of dissident sexual practices. People mainly settle between the new vs old prevention paradigm; education and respect for human rights vs drug prevention; condoms vs PrEP; individual responsibility vs population security; absence and cut off funds for treatment with HIV and AIDS vs investment in prevention; key populations vs prophylaxis coverage. Around these disputes, a network is formed from the interaction of digital platforms, experts, influencers, NGOs and OSCIPS, public and private institutions, prophylaxis users, scientific disseminators, people living with HIV, laws and norms, diseases, and preventive technologies.
