Resumo: | This thesis is linked to the line of research on "Work, Education and Social Movements" of the Post-Graduation Program in Education, at the Education College of the Federal University of Goias, and its theme is the education of youth and the adult working class in the Federal District, from the period of 1957 to 1998. The general goal of the research was to historically identify the initiatives to meet the demand for education of young and adult working people in the Federal District, to bring reflection about the granted right to education for the popular classes. In order to reach this goal, we carried out a historiographic, investigative, documental, and bibliographic research, of the qualitative sort. We relied on testimonies from people involved with education in the Federal District. The historical reconstitution of this research allowed us to present in three chapters, in an unprecedented manner, the trajectory of the area of education of young and adult working citizens in the federal capital, by elucidating the political-administrative conjuncture of the Federal District and its approximations with what happens in the national scenario; the organization and political participation of civil society; the district and national legislation in the field of youth and adult education; the characteristics of the growing population of the Federal District; the survey of demand and enrollment, as well as the organization and supply of the public school system and of popular movements for the education of young people and adults, attempting to apprehend the organization of this supply, in the scope of the political and civil society, in a conception of an Integral State. We found that, although a set of initiatives is perceptible, from the political society, as well as from the civil society, in favor of the education of the young and adult working class in the Federal District, this movement, throughout history, did not ensure the access, permanence, and continuity of a full education to these individuals. Beyond the initiatives elucidated, the research reveals that the offer of this education remains a disputed field, where, on one hand we see the stigmas of young and adult education revealed in the permanent class disputes, in the prevalence of capital interests over the formation of the working class, and in the work relations with the working force who built Brasilia, and, on the other hand, the persistent concern of social movements that have as their agenda the elevation of schooling for this demographic, understanding it as fundamental for the emancipation of these people, and the construction of a fair and egalitarian society. |

El objetivo general de la investigación fue identificar históricamente las iniciativas para atender la demanda de educación de los jóvenes y adultos trabajadores en el Distrito Federal, para reflexionar sobre la garantía del derecho a la educación de las clases populares. Para alcanzar este objetivo, realizamos una investigación historiográfica, investigativa, documental, bibliográfica y cualitativa. Contamos con testimonios de personas involucradas en la agenda educativa del Distrito Federal. La reconstitución histórica de esta investigación nos ha permitido presentar en tres capítulos, de manera inédita, la trayectoria de la educación de los trabajadores jóvenes y adultos en la capital federal, al dilucidar la coyuntura político-administrativa del Distrito Federal y sus aproximaciones con lo que ocurre en el escenario nacional; la organización y participación política de la sociedad civil; la legislación distrital y nacional en materia de educación de jóvenes y adultos; las características de la población creciente del Distrito Federal; el relevamiento de la demanda y la matrícula, así como la organización y la oferta del sistema educativo público y de los movimientos populares para la educación de jóvenes y adultos, buscando aprehender la organización de esta oferta, en el ámbito de la sociedad política y la sociedad civil, en una concepción de Estado Integral. Encontramos que, aunque es perceptible un conjunto de iniciativas, tanto de la sociedad política como de la sociedad civil, a favor de la educación de los trabajadores jóvenes y adultos en el Distrito Federal, este movimiento, a lo largo de la historia, no aseguró el acceso, la permanencia y la continuidad de una educación completa a estos sujetos. Más allá de las iniciativas dilucidadas, la investigación revela que la oferta de esta educación es un campo en disputa, donde, por un lado, los males de la educación de jóvenes y adultos se revelan en la permanente disputa de clases, en la prevalencia de los intereses del capital sobre la formación de la clase trabajadora, en las relaciones laborales con el pueblo trabajador que construyó Brasilia y, por otro lado, en la permanente preocupación de los movimientos sociales que tienen como agenda de disputa el levantamiento de la escolarización de este público, entendiéndola como fundamental para la emancipación de este pueblo, y la construcción de una sociedad justa e igualitaria.Esta tese vincula-se à linha de pesquisa “Trabalho, Educação e Movimentos Sociais”, do Programa de Pós-Graduação em Educação, da Faculdade de Educação, da Universidade Federal de Goiás, e tem como temática a educação de pessoas jovens e adultas trabalhadoras no Distrito Federal, no contexto de 1957 a 1998. O objetivo geral da pesquisa foi identificar historicamente as iniciativas de atendimento à demanda para educação de pessoas jovens e adultas trabalhadoras, no Distrito Federal, com vistas a refletir sobre a garantia do direito à educação para as classes populares. Para o alcance desse objetivo, realizamos pesquisa historiográfica, investigativa, documental, bibliográfica, de cunho qualitativo. Contamos com depoimentos de sujeitos envolvidos com a pauta da educação no Distrito Federal. A reconstituição histórica desta pesquisa nos possibilitou apresentar em três capítulos, de forma inédita, a trajetória da educação de pessoas jovens e adultas trabalhadoras da capital federal, ao elucidar a conjuntura político-administrativa do Distrito Federal e suas aproximações entre o que acontece no cenário nacional; a organização e participação política da sociedade civil; a legislação distrital e nacional no campo da educação de pessoas jovens e adultas; as características da população do Distrito Federal em crescimento; o levantamento da demanda e matrícula, bem como a organização e oferta do sistema público de ensino e de movimentos populares para a educação das pessoas jovens e adultas, buscando apreender a organização dessa oferta, no âmbito da sociedade política e da sociedade civil, numa concepção de Estado Integral. Constatamos que, embora seja perceptível um conjunto de iniciativas, tanto por parte da sociedade política, como da sociedade civil, em prol da educação de pessoas jovens e adultas trabalhadoras, no Distrito Federal, essa movimentação, ao longo da história, não assegurou o acesso, a permanência e a continuidade de uma educação plena a esses sujeitos.
