Resumo: The theme chosen for this study is social housing, it is justified by the lack of this product in Brazil. In addition, the government has been encouraging the growth of this market, reinforcing the need for scientific development in this area. The research method adopted is supported by Target-Costing as a strategy for the development of actions that results in higher value for social housing. A few paper have been developed in Brazil based on this method and even in the international scenario the theme is still in consolidation. This work is the first one held in the state of Goiás. The general objective is to propose actions based on Target-Costing for the improvement of social housing. This objective has a main aspect involving the investigation of what is value for the client. The research was conducted via a case study of a construction company that works exclusively in the social housing market. To identify the value for the client it was necessary to analyze three different data sources: (1) market research to identify the prospective client; (2) technical assistance on homes delivered and (3) client satisfaction. The results showed a predominance of families aged up to 35 years with children in socio demographic profile of prospective client. It was possible to identify the main causes of the items generating more requests for technical assistance: infiltration, coating, hydro sanitary installations, coverage and electrical installations. It was also noticed that some clients use the house for working and some of them personalize the external area. The results allowed to analyze the extension of the applicability of the principles of Target-Costing at the construction company studied and the proposition of actions for improving social housing focusing on the design thinking process and the quality of execution.

Além disso, o governo tem incentivado o crescimento desse nicho de mercado, salientando ainda mais a necessidade do desenvolvimento científico nessa área. O método de pesquisa adotado é ancorado no Custeio-Meta como estratégia para o desenvolvimento de ações que resultem em maior agregação de valor às habitações de interesse social. Poucos trabalhos foram desenvolvidos no Brasil abordando este método e mesmo no cenário internacional o tema ainda está em consolidação. O presente trabalho é o primeiro realizado no estado de Goiás. O objetivo geral é propor ações baseadas no Custeio-Meta para melhoria da produção de habitações de interesse social. Este objetivo possui uma vertente principal envolvendo a investigação do que é valor para o cliente. A pesquisa foi desenvolvida por meio de um estudo de caso em uma construtora com atuação exclusiva no mercado de habitação de interesse social. Para identificar o valor para o cliente foi necessário analisar três fontes de dados diferentes: (1) pesquisa de mercado para identificação do cliente potencial; (2) assistência técnica relativa aos empreendimentos entregues e (3) satisfação dos clientes usuários. Os resultados apontaram para uma predominância de famílias com filhos crianças e faixa etária de até 35 anos no perfil sócio demográfico dos clientes potenciais. Foi possível identificar as causas principais dos itens que geram maior quantidade de solicitações para assistência técnica: infiltração, revestimento, instalações hidrossanitárias, cobertura e instalações elétricas. Também se comprovou o uso alternativo da habitação para prestação de serviços e/ou comércio, além da personalização das áreas externas.
