Resumo: Abstract: The article analyzes the institutional control exercised by the National Fund  Education Development (FNDE) as an ideological device of a regulatory state and its implications for the Student Financing Fund (Fies), pointing out its vulnerabilities, tax unsustainabilities and retraction. The quanti-qualitative methodology based on documentary and statistical data was used.It was found that the control mechanisms used in the financing fund enabled weaknesses in the model adopted, resulting in leverage in the number of contracts, generating incompatibility with the volume of available resources, accentuating the degree of default in the program.   Keywords: Student Financing. Se utilizó la metodología cuanti-cualitativa con base en datos documentales y estadísticos. Se constató que los mecanismos de control utilizados en el fondo de financiamiento posibilitaron fragilidades en el modelo adoptado, lo que resultó en un apalancamiento en el número de contratos, generando incompatibilidad con el volumen de recursos disponibles, acentuando el grado de incumplimiento financiero en el programa. Palabras clave: Financiamiento Estudiantil, Política Educativa, Control Institucional, Incumplimiento financiero.Resumo: O artigo analisa o controle institucional exercido pelo Fundo Nacional de Desenvolvimento da Educação (FNDE) como aparelho ideológico de um Estado regulador e suas implicações junto ao Fundo de Financiamento Estudantil (Fies), apontando suas vulnerabilidades, insustentabilidades fiscais e retração. Utilizou-se a metodologia quanti-qualitativa com base em dados documentais e estatísticos. Constatou-se que os mecanismos de controle utilizados no fundo de financiamento possibilitaram fragilidades no modelo adotado, resultando em alavancagem no número de contratos, gerando incompatibilidade com o volume de recursos disponíveis, acentuando o grau de inadimplência no programa.   Palavras-chave: Financiamento Estudantil.
