Resumo: The paper analyzed the secondary school funding policy in the state system of Mato Grosso do Sul, while the Fund for Maintenance and Development of Basic Education and the Valorization of Professionals of Education (Fundeb) was in force nationwide, from 2007 to 2018. The study included data from State Secretariats, education legislation, material from the press, and from the teaching union movement. Fundeb's resources were spent, in their entirety, with the teaching payroll. The fiscal austerity initiated with the approval of Constitutional Amendment No. 95/2016 has put at risk both Fundeb and the other rights to education posed by the recent legislation.

Se trabajó con datos de la Secretaría del Estado, con la legislación educacional, material de la prensa y del movimiento sindical docente. Se observó que los recursos del Fundeb fueron gastados, en su totalidad, con la nómina de sueldo docente. La coyuntura de austeridad fiscal iniciada con la aprobación de la Enmienda Constitucional n. 95/2016 ha colocado en riesgo tanto el Fundeb como los demás derechos educacionales previstos en la reciente legislación del sector.O artigo verificou a política de financiamento para o ensino médio na rede estadual de ensino de Mato Grosso do Sul, na vigência do Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação (Fundeb), no período de 2007 a 2018, em contexto federativo. Trabalhou-se com dados de Secretarias de Estado, com a legislação educacional, material da imprensa e do movimento sindical docente. Observou-se que os recursos do Fundeb foram gastos, em sua totalidade, com a folha de pagamento docente.
