Fear, violence and socio-spatial fragmentation in the Metropolitan Region of Fortaleza

Resumo: The following article aims to analyze the impacts caused by walled and protected residential complexes with security apparatus on the socio-spatial fabric through three analytical aspects (physical-space fragmentation, social fragmentation and socio-territorial fragmentation), identifying also stretches/areas with high concentration of residential enclaves in the Metropolitan Area of Fortaleza – MAF. In regard to methodological procedures, the categories, the different levels of analysis, the scales (time and geographical), the types of impact (variables and representation) and secondary data collection were defined. It is also highlighted the change from the model of center-suburbs segregation to the socio-spatial fragmentation pattern that has been seen in development, currently, in parts of municipalities of Eusébio and Aquiraz as well as on the southeast sector or in specific parts of the city of Fortaleza. Results show that the imposition of physical barriers and the redirect of part of the socio-spatial practices of the economical elites to the walled perimeters of fortified enclaves cause the fragmentation of the urban fabric in a the intra-urban and metropolitan scale. Residential Enclaves.Cet article vise à analyser les impacts des lotissements clos et protégés avec dispositifs de sécurité dans le tissu socio-spatial de la région métropolitaine de Fortaleza-RMF par le moyen de trois niveaux analytiques de fragmentations: physico-spatiale, sociale et socio-territoriale.  On identifie également les secteurs de plus forte concentration des enclaves résidentielles dans la RMF. En ce qui concerne les procédures méthodologiques, tout d´abord ont été délimitées les catégories, les différents niveaux d'analyse, les échelles (temporelles et géographiques), les types d'impacts (variables et représentation) et la collecte de données secondaires  Il convient également de noter le changement du modèle de ségrégation centre-périphérie vers le modèle de fragmentation socio-spatiale qui se développe, à l'heure actuelle, dans des tronçons des communes d'Eusébio et d'Aquiraz et dans le secteur sud-est ou des zones spécifiques dans la ville de Fortaleza. Les résultats montrent que l'imposition de barrières physiques et la réorientation d'une partie des pratiques socio-spatiales des élites vers des périmètres cerclés   des enclaves fortifiées fragmentent le tissu urbain à l'échelle intra-urbaine et métropolitaine. Enclaves résidentielles.Este artigo objetiva analisar os impactos dos conjuntos residenciais murados e protegidos com aparatos de segurança no tecido socioespacial em três níveis analíticos: fragmentação físico-espacial, fragmentação social e fragmentação sócio-territorial, identificando ainda setores de grande concentração de enclaves residenciais na Região Metropolitana de Fortaleza-RMF. Quanto aos procedimentos metodológicos, foram definidas as categorias, os diferentes níveis de análise, as escalas (temporal e geográfica), os tipos de impactos (variáveis e representação) e levantamento de dados secundários. Destaca-se ainda a mudança do modelo de segregação centro-periferia em direção ao padrão de fragmentação socioespacial que vem se desenvolvendo, no presente momento, em trechos dos municípios de Eusébio e Aquiraz e no setor sudeste ou zonas específicas na cidade de Fortaleza. Os resultados mostram que a imposição de barreiras físicas e o redirecionamento de parte das práticas socioespaciais das elites para o interior dos perímetros murados dos enclaves fortificados fragmentam o tecido urbano na escala intraurbana e metropolitana.
