From fishing village to tourist real estate complexes: spatial practices in the transformation of the metropolitan coast

Resumo: | In a logic of occupation marked by the convergence of real estate and tourism capital, the metropolitan coastline of the Brazilian Northeast region has been a strategic space, in the 21st century, for the implementation of mega real estate tourism enterprises, of which we highlight the Tourist Real Estate Complexes. With the case study of the Vila Galé Cumbuco Complex, located in the municipality of Caucaia, in the metropolitan region of Fortaleza, Ceará, we analyze the spatial practices of the agents that produce hegemonic space involved in the management of the territory, highlighting the entrepreneurs of tourism and real estate capital, the State and landowners. Supported by bibliographic and documentary research in official gazettes of the state and municipality, journalistic articles and legislation, the article argues that the practices of selectivity, anticipation and spatial fragmentation are substantial in the transformation of coastal metropolitan spaces, and its readings elucidate the spatial content of decisive actions that are not limited to the administrative/business nature. Tourist Real Estate Complexes.En una lógica de ocupación marcada por la convergencia de capital inmobiliario y turístico, el litoral metropolitano de la región Nordeste brasileña ha sido un espacio estratégico, en el siglo XXI, para la implementación de mega emprendimientos turísticos inmobiliarios, de los que destacamos los Complejos Turísticos Inmobiliarios - CTIs. Con el caso de estudio del Complejo Vila Galé Cumbuco, ubicado en el municipio de Caucaia, en la región metropolitana de Fortaleza, Ceará, buscamos analizar las prácticas espaciales de los agentes productores de espacio hegemónico involucrados en la gestión del territorio, destacando el empresarios de capital turístico e inmobiliario, del Estado y terratenientes. Apoyado en la investigación bibliográfica y documental en Diarios Oficiales del estado y municipio, artículos periodísticos y legislación, el artículo sostiene que las prácticas de selectividad, anticipación y fragmentación espacial son sustanciales en la transformación de los espacios costero-metropolitanos, y sus lecturas dilucidan el contenido espacial de acciones decisivas que no se limitan al carácter administrativo/empresarial. Complejo turístico inmobiliario.Em uma lógica de ocupação marcada pela convergência dos capitais imobiliário e turístico, o litoral metropolitano nordestino tem sido espaço estratégico no século XXI para a implantação de mega empreendimentos turístico imobiliários, dos quais destacamos os Complexos Turísticos Imobiliários - CTIs. Com o estudo de caso do Complexo Vila Galé Cumbuco, localizado no município de Caucaia, região metropolitana de Fortaleza, Ceará, buscamos analisar as práticas espaciais dos agentes produtores do espaço hegemônicos envolvidas na gestão do território, notadamente os empreendedores de capital turístico e imobiliário, o Estado e os proprietários fundiários. Apoiada em pesquisa bibliográfica e documental em Diários Oficiais do estado e município, matérias jornalísticas e legislações, o artigo argumenta que as práticas de seletividade, antecipação e fragmentação espacial são substanciais na transformação dos espaços litorâneo-metropolitanos, e suas leituras elucidam o conteúdo espacial de ações decisivas que não se limitam ao caráter administrativo/empresarial.
