The problem of urban mobility in Anápolis (GO) between 2011 and 2018

Resumo: | Urban mobility is currently presented as a challenge to managers of brazilian cities. The rapid growth and, in most cases, disorderly, causes diverse urban problems and disturbances to the population. Due to the problematic scenario of brazilian urban agglomerations, with reflexes on mobility, in 2012 Federal Law 12.587 was enacted, which established the guidelines for the National Policy on Urban Mobility (PNMA), in an attempt to mitigate the problems, establish rules and procedures concerning urban mobility. Based on this line of reasoning, the main objective of this article was to present the urban mobility policies implemented in Anápolis - GO, between 2011 and 2018, as they ended up influencing the implemented works and demanded great political and financial efforts, under pretext for improvements aimed at the population. The methodological procedures were based on bibliographic surveys, data collection, systematization and analysis in government agencies, fieldwork and mapping. The analysis shows that the implementation of public policies aimed at urban mobility has contradicted the guidelines established by the PNMU, since concepts aimed at dynamizing travel modes through public transport, bicycles and pedestrian locomotion were not applied, while that individual motorized transport was privileged. In addition, land use and occupation in Anápolis was developed over decades with a corporate bias and evident benefit to agents in the real estate market, expanding the problem of access to infrastructure, services, leisure and urban mobility. El rápido crecimiento y, en la mayoría de los casos, desordenado, provoca diversos problemas urbanos y disturbios a la población. Por el escenario problemático de las aglomeraciones urbanas brasileñas, con reflejos sobre la movilidad, en 2012 se promulgó la Ley Federal 12.587, que estableció los lineamientos de la Política Nacional de Movilidad Urbana (PNMA), en un intento de mitigar los problemas, establecer normas y procedimientos sobre movilidad urbana. Basado en esto, el objetivo principal de este artículo fue presentar las políticas de movilidad urbana implementadas en Anápolis - GO, entre 2011 y 2018, ya que acabaron influyendo en las obras ejecutadas y exigieron grandes esfuerzos políticos y económicos, con el pretexto de mejoras dirigidas a la población. Los procedimientos metodológicos se basaron en levantamientos bibliográficos, obtención, sistematización y análisis de datos en agencias gubernamentales, trabajo de campo y mapeo. El análisis muestra que la implementación de políticas públicas orientadas a la movilidad urbana ha contravenido los lineamientos establecidos por el PNMU, ya que no se aplicaron conceptos orientados a dinamizar los modales de desplazamiento a través del transporte público, bicicletas y locomoción peatonal, privilegiando el transporte motorizado individual. Además, el uso y ocupación del suelo en Anápolis se desarrolló durante décadas con un sentido corporativo y evidente beneficio para los agentes del mercado inmobiliario, aumentando el problema de acceso a infraestructura, servicios, ocio y movilidad urbana. O crescimento rápido e na maioria dos casos, desordenado, ocasiona problemas urbanos diversos e transtornos à população. Em função do problemático cenário dos aglomerados urbanos brasileiros, com reflexos na mobilidade, em 2012 foi sancionada a Lei Federal 12.587, que instituiu as diretrizes para a Política Nacional de Mobilidade Urbana (PNMA), na tentativa de mitigar os problemas, estabelecer normas e procedimentos relativos à mobilidade urbana. A partir dessa linha de raciocínio o objetivo central deste artigo foi apresentar as políticas de mobilidade urbana implementadas em Anápolis – GO, entre os anos de 2011 e 2018, uma vez que terminaram por influenciar as obras implementadas e demandou grandes esforços políticos e financeiros, sob pretexto de melhorias destinadas à população. Os procedimentos metodológicos basearam-se em levantamentos bibliográfico, coleta, sistematização e análise de dados em órgãos governamentais, realização de trabalhos de campo e mapeamentos. A análise mostra que a implementação de políticas públicas destinadas à mobilidade urbana tem contrariado as diretrizes estabelecidas pela PNMU, visto que não foram aplicados conceitos que visassem a dinamização dos modais de deslocamento por meio do transporte coletivo, de bicicletas e locomoção pedonal, ao passo que foi privilegiado o transporte individual motorizado. Além disso, o uso e ocupação do solo em Anápolis foi gestado ao longo de décadas com viés corporativo e evidente benefício a agentes do mercado imobiliário, ampliando a problemática do acesso à infraestrutura, serviços, lazer e mobilidade urbana.
