CULTURAL AND TERRITORIAL DEVELOPMENT POLITICS IN THE VITÓRIA DA CONQUISTA IDENTITY TERRITORY: one geographic analysis of projects and researches location logic

Resumo: Bahia State was divided in Identity Territories in 2007, in a regional division proposal that intends to embody the sentiments of pertaining and identity of each region inhabitants. This article intents to analyses how the region division process happened, with the focus in the territorial and cultural development politics and its link with state, region and municipal politics recognizing popular knowledge and the know haw as research sources. This work intends to give voice to cultural agents and culture municipal managers as well as the politics formulators on the state secretaries, analyzing the case of Vitória da Conquista Territory. There were bibliographic and secondary data gatherings on libraries, newspapers archives and public agencies sites. Also there were made interviews twice in Vitória da Conquista, Poções and Barra do Choça cities. The conclusion is that there are different opinions enter the involved agents about the current process of region division and cultural politics development, that is positive to enforce and provoke changes on process. Thus the Vitória da Conquista Territory affirms and contradicts itself while the agents become conscious of their functions and identities and the enforcement of regional culture becoming with the society and artist performances that gives value and keeps the culture alive more than the public politics.

Este trabajo de investigación busca analizar cómo tal proceso de regionalización ocurrió, enfocado en las políticas de desarrollo territorial y cultural en los Territorios de Identidad, así como su articulación con las diferentes escalas políticas (Estadual, Regional y Municipal), reconociendo la sabiduría popular y la experiencia local como fuentes de conocimiento. Este trabajo procura dar voz a los agentes culturales y a los dirigentes municipales de cultura, así como a los formuladores de las políticas analizadas en el ámbito de las secretarías estaduales, analizando como estudio de caso el Territorio de Vitória da Conquista. Fueron realizadas búsquedas bibliográficas y de fuentes secundarias en bibliotecas, archivos de periódico y sitios de instituciones de gobierno. Las entrevistas fueron realizadas durante dos salidas de campo a los municipios de Vitória da Conquista, Poções y Barra do Choça. Se llega a la conclusión que los actuales procesos de regionalización y de implementación de políticas culturales suscitan diferentes opiniones entre los agentes involucrados, lo cual es algo positivo, fortaleciendo y provocando cambios durante el proceso. De esta forma, el Territorio de Vitória da Conquista se afirma y se contradice en la medida en que los actores toman conciencia de sus funciones y sus identidades, en donde el fortalecimiento de la cultura regional es posible, además del aporte de las políticas públicas, por la participación de la sociedad y de los artistas que valorizan y mantienen viva la cultura.   A Bahia é regionalizada em 2007 por Territórios de Identidade, uma proposta de divisão regional que procura abarcar o sentimento de pertencimento e de identidade dos moradores de cada região. Nesse artigo buscamos analisar como tal processo de regionalização ocorreu, focados na implementação das políticas de desenvolvimento territorial e cultural nos territórios de identidade e sua articulação com as diferentes escalas políticas (estadual, regional e municipal), reconhecendo a sabedoria popular e o saber fazer como fontes de pesquisa. Este trabalho procura dar voz aos agentes culturais e aos dirigentes municipais de cultura, assim como aos formuladores das políticas analisadas no âmbito das secretarias estaduais, analisando como estudo de caso o Território de Vitória da Conquista. Foram realizados levantamentos bibliográficos e de dados secundários em bibliotecas, arquivos de jornais e sites de órgãos públicos. Entrevistas foram realizadas durante duas saídas de campo para os municípios de Vitória da Conquista, Poções e Barra do Choça. Conclui-se que os atuais processos de regionalização e de implementação de políticas culturais suscitam diferentes opiniões entre os agentes envolvidos, o que é positivo, fortalecendo e provocando mudanças no processo.
