A Sub-representação de potências emergentes em instituições financeiras internacionais: a atuação dos BRICS no FMI

Resumo: O agrupamento denominado BRICS, composto por Brasil, Rússia, Índia, China e África do Sul, que representa hoje 25% do PIB, 42% da população e 40% do toda a força de trabalho existente no mundo, alcançou na última década crescimento econômico superior ao que se viu naqueles países que constituem o Norte político, a rigor União Europeia, EUA e seus aliados tradicionais (Japão, Canadá e Coréia do Sul). Tal crescimento, todavia não foi acompanhado por um substancial amadurecimento da representação política desses países no sistema financeiro internacional. Com o intuito de corrigir tal situação, buscando tornar o sistema internacional um ambiente mais justo, minimizando as disparidades entre Norte e Sul, os BRICS lutam para que uma reforma estrutural seja concretizada nas Instituições oriundas de Bretton Woods. O presente trabalho busca ilustrar algumas das dificuldades que tais potências emergentes vêm enfrentando na luta para romper o status quo do Sistema Financeiro Internacional estabelecido no pós-Segunda Guerra pelas potências tradicionais, especialmente no que tange a sugestão de reforma no sistema de cotas do Fundo Monetário Internacional.

This growth, however, was not accompanied by a substantial maturing of political representation of these countries in the International Financial System. In order to correct this situation, trying to make the international system a more fair environment, minimizing disparities between North and South, the BRICS struggle for a structural reform to be embodied in the Bretton Woods Institutions.
