The appropriation of nature and the reinvention of capital in the protected areas of transboundary Pantanal: the case of the Otuquis National Park (Bolivia), National Park of Pantanal Mato-Grossense (Brazil) and the National Park Río Negro (Paraguay)

Resumo: | This article aims to identify how the protected areas located in the Transboundary Pantanal (Bolivia, Brazil and Paraguay) have been appropriated and reinvented by capital. The main objective is to analyze how some interest groups have appropriated these areas to implement infrastructure works, which in no way contribute to conservation. From the perspective that, behind the conservationist ideal, the appropriation of nature and its transformation is embedded, where capital appropriates natural resources in the perspective of accumulation, it was decided to use the concept of nature, while a social production arising social relations. The methodology used was a combination of bibliographic research and field research in the following protected areas: Otuquis National Park (Bolivia), Pantanal Mato-Grossense National Park (Brazil) and Río Negro National Park (Paraguay), where interviews were conducted with those responsible for managing these areas. Therefore, this analysis appears with the possibility of identifying what type of conservation is linked to these protected areas, taking into account that these areas were created by the Nation States and justified by the need to guarantee the conservation of the Pantanal. However, although there are divergences around their management and the idea of conserving, something is common in all of them - the overlapping of economic interests. |

El objetivo principal es analizar cómo algunos grupos de interés se han apropiado de estas áreas para implementar obras de infraestructura, que de ninguna manera contribuyen a la conservación. Desde la perspectiva de que, detrás del ideal conservacionista, se incrusta la apropiación de la naturaleza y su transformación, donde el capital se apropia de los recursos naturales en la perspectiva de la acumulación, se decidió utilizar el concepto de naturaleza, mientras surge una producción social relaciones sociales. La metodología utilizada fue una combinación de investigación bibliográfica e investigación de campo en las siguientes áreas protegidas: Parque Nacional Otuquis (Bolivia), Parque Nacional Pantanal Mato-Grossense (Brasil) y Parque Nacional Río Negro (Paraguay), donde Se realizaron entrevistas con los responsables de la gestión de estas áreas. Por lo tanto, este análisis aparece con la posibilidad de identificar qué tipo de conservación está vinculada a estas áreas protegidas, teniendo en cuenta que estas áreas fueron creadas por los Estados Nacionales y justificadas por la necesidad de garantizar la conservación del Pantanal. Sin embargo, aunque existen divergencias en torno a su gestión y la idea de conservar, algo es común en todos ellos: la superposición de intereses económicos.Este artigo visa identificar como as áreas protegidas localizadas no Pantanal (Bolívia, Brasil e Paraguai) têm sido apropriadas e reinventadas pelo capital. O objetivo principal é analisar como alguns grupos de interesse têm se apropriado destas áreas para implantar obras de infraestrutura, que em nada contribuem para a conservação. A partir da perspectiva de que, por trás do ideal conservacionista está embutido a apropriação da natureza e sua transformação, onde o capital se apropria dos recursos naturais na perspectiva de acumulação, optou-se por utilizar a concepção de natureza, enquanto uma produção social advinda das relações sociais. A metodologia utilizada foi uma combinação entre pesquisa bibliográfica, e a realização de pesquisas de campo.
