Appropriation and use of natural resources in the Pará Amazon

Resumo: The Pará state represents an important political jurisdiction when it comes to the Amazon Region conservation, once it encompasses the fringes of expansion to agricultural, mineral, energy and forestry activities in the Brazilian Amazon. Therefore, the state is considered a border of deforestation extension, continuously presenting the highest rates of forest loss of the region. In this study, the border limits of the Pará state were assumed to be the physical ones, despite of the conflict between state, capital and environment frontiers. In this context, the aim of this study is to present the discussion about the use and appropriation of natural resources in the so called ‘deforestation border’ of the Para state, underpinned by the bibliographic research and Bertha Becker's conceptual approach to the human occupation in the Brazilian Amazon Region. The data used to carry out this analysis includes maps and graphs that show this process in details. The results revealed that the historical occupation dynamics found in the region is subject to the policies of the National Government, which are directly intertwined with the world market. It was also possible to verify that the main actors linked to the primary and secondary forest removal were the loggers, miners and the agribusiness sector. Thus, a special attention is needed to the Amazon Region deforestation border, to allow for the development of an adequate and articulated policy that can effectively address the conservation of its natural heritage, together with the social development of its local populations.

Dentro de este contexto el estado sea considerado una región fronteriza, especialmente, por registrar continuamente las mayores taxas de deforestación de la región. En este trabajo, los límites del estado de Pará son asumidos como frontera física, a la luz de la relación conflictiva entre estado, capital y meio ambiente. Los objetivos son presentar y discutir la apropiación y uso de los recursos naturales, usando como base la investigación bibliográfica y el abordaje conceptual de Bertha Becker sobre la ocupación de la Amazonia. Los datos del análisis incluyen mapas y gráficos que demuestran ese proceso. Los resultados revelan que la dinamica en la región está sujeta a las políticas del Estado Nacional que tiene una relación directa con el mercado mundial. Se verifico que las poblaciones locales y los actores relacionados a los sectores madederos, agronegócio y mineración han contribuído para remover las florestas (primarias y/o secundarias). En fin, destaca la necesidad de una atención especial para la frontera amazonica a fin de desenvolver una política adecuada y articulada para garantizar la conservación de su patrimonio natural, aliado al desarrollo social de las poblaciones locales.O estado do Pará é caracterizado como uma importante frente de expansão de atividades  agropecuárias, minerais, energéticas e florestais na Amazônia. Este contexto permite que o estado seja considerado uma região de fronteira especialmente por registrar continuamente as maiores taxas de desmatamento da região. Neste trabalho, os limites do estado do Pará foram assumidos como fronteira física, à luz da relação conflituosa entre estado, capital e meio ambiente. Neste sentido, os objetivos deste trabalho foram apresentar e discutir a apropriação e uso dos recursos naturais na fronteira da Amazônia paraense, tendo como base a pesquisa bibliográfica e a abordagem conceitual de Bertha Becker sobre a ocupação da Amazônia. Os dados que subsidiam essa análise incluem mapas e gráficos que demonstram esse processo. Os resultados revelaram que a dinâmica que vem sendo apresentada na região está sujeita às políticas do Estado Nacional que tem uma ligação direta com o mercado mundial. Verificou-se que as populações locais e os atores ligados aos setores madeireiros, agronegócio e mineração tem contribuído para a remoção das florestas (primárias e/ou secundárias).
