Spatial public policies must be created based on the reality of the territory and need state discourses (written discourses) and non-written discourses (of non-state agents) to be produced. Thus, the objective of this article is to propose the creation of a Secretariat for International Relations (SRI) for the Brazil/Bolivia Border Zone, based on the dissertations (written speeches) of the Master's Degree in Border Studies, at the Federal University of Mato Grosso do Sul. The intention is that the studies can be references so that SRI can map the demands of that frontier and through spaces of dialogue can create and coordinate spatial public policies.
