Beyond the Protected World Heritage in Brazil

Resumo: Heritage is at risk for several reasons: economic, health, climate, political, social and war crises. Even with the auspices of Unesco, the title of World Heritage, by itself, does not always protect the sites that have received this seal of approval. Brazil, with 23 World Heritage sites, whether cultural, natural and/or mixed, reflects in its territory aspects of this crisis that, in part, is the result of a disordered tourism. The dossier Tourism and Unesco World Heritage Sites in Brazil, from the Anais Brasileiros de Estudos Turísticos (Brazilian Annals of Tourism Studies), showed, through seven articles, several aspects and approaches about tourism in sites that house the national heritage recognized by Unesco. It was observed in the dossier that, in addition to the world heritage title, effective public policies and territorial management with popular participation are needed so that the "heritage-territory" is not reproduced, which touristifies in an unsustainable way. It is hoped that the heritage will primarily serve the communities inserted in and around these sites. And that even in areas already gentrified, governments, educational institutions and private companies may act to reinsert and integrate local communities and traditional populations in the tourist activity and as agents of heritage protection.

Incluso con los auspicios de la Unesco, el título de Patrimonio de la Humanidad, en sí mismo, no siempre protege los sitios que han recibido este sello de aprobación. Brasil, con 23 sitios del Patrimonio Mundial, ya sean culturales, naturales y/o mixtos, refleja en su territorio aspectos de esta crisis que, en parte, es el resultado de un turismo desordenado. El dossier Turismo y Patrimonio de la Unesco de Brasil, de los Anais Brasileiros de Estudos Turísticos (Anales Brasileños de Estudios Turísticos), mostró, a través de siete artículos, diversos aspectos y enfoques sobre el turismo en sitios que albergan el patrimonio nacional reconocido por la Unesco. Se observó en el expediente que, además del título de patrimonio mundial, se necesitan políticas públicas eficaces, una gestión territorial con participación popular, para no reproducir el "patrimonio-territorio", que se turistifica de forma insostenible. Se espera que el patrimonio sirva principalmente a las comunidades insertas en estos lugares y sus alrededores. Y que incluso en zonas ya gentrificadas, los gobiernos, las instituciones educativas y las empresas privadas pueden actuar para la reinserción e integración de las comunidades locales y las poblaciones tradicionales en la actividad turística y como agentes de protección del patrimonio.  O patrimônio está em risco por motivações diversas: as crises econômicas, as sanitárias, as climáticas, as políticas, as sociais e as bélicas. Mesmo com os auspícios da Unesco, o título de patrimônio da humanidade, por si só, nem sempre protege proteger os sítios que receberam essa chancela. O Brasil, com 23 sítios do patrimônio da humanidade, seja do cultural, natural e/ou misto, reflete em seu território aspectos desta crise que, em parte, é fruto de um turismo desordenado. O dossiê Turismo e Patrimônios da Unesco do Brasil, dos Anais Brasileiros de Estudos Turísticos, demonstrou, por meio de sete artigos, diversos aspectos e abordagens sobre o turismo em sítios que abrigam o patrimônio nacional reconhecido pela Unesco. Observou-se no dossiê que, para além do título de patrimônio mundial, são necessárias políticas públicas efetivas, gestão territorial com participação popular, para que não se reproduza o “patrimônio-território”, que turistifica de forma insustentável. Espera-se que o patrimônio sirva primeiramente às comunidades inseridas dentro e no entorno destes sítios.
