Tourist routes in the metropolitan area of Porto – continuities and polarizations

Resumo: Contemporary tourism, in its most diverse territorial and social contexts, confronts us with what are (and have been) the political priorities that design the local tourist offer in Portugal. The analysis of the tourist policies of the municipalities of the Metropolitan Area of Porto at the present time, and after the last elections municipalities, takes us to a first empirical fact: the growing programmatic interest in tourism in local political programs in recent years. In another sense, more peculiar and central, the diversity of the local tourist offer when understood as an additional and circular development vector of the same metropolitan territory. To the empirical political regularities that we established between 1980 and 2001, in a metropolitan territory composed of 9 councils, after 20 years, and with the enlargement of the metropolitan territory to 17 councils, new singularities and emerging tensions are added. The balance between continuities and polarizations of tourist practices constitutes one of the theoretical and empirical challenges of our qualitative research.

L'analyse des politiques touristiques des municipalités de la zone métropolitaine de Porto à l'heure actuelle et après les dernières élections municipalités, nous amène à un premier fait empirique: l'intérêt programmatique croissant pour le tourisme dans les programmes politiques locaux ces dernières années. Dans un autre sens, plus particulier et central, la diversité de l'offre touristique locale entendue comme un vecteur de développement complémentaire et circulaire d'un même territoire métropolitain. Aux régularités politiques empiriques que nous avons établies entre 1980 et 2001, dans un territoire métropolitain composé de 9 communes, après 20 ans, et avec l'élargissement du territoire métropolitain à 17 communes, s'ajoutent de nouvelles singularités et des tensions émergentes. L'équilibre entre continuités et polarisations des pratiques touristiques constitue l'un des enjeux théoriques et empiriques de notre recherche qualitative.A contemporaneidade turística, nos seus mais diversos contextos territoriais e sociais, confronta-nos com aquilo que são (e têm sido) as prioridades políticas que desenham a oferta turística local em Portugal. A análise das políticas turísticas dos concelhos da Área Metropolitana do Porto no momento presente, e após as últimas eleições autárquicas, remete-nos para um primeiro dado empírico: o interesse programático crescente pelo turismo nos programas políticos locais nos últimos anos. Num outro sentido, mais peculiar e central, surge-nos a diversidade da oferta turística local quando entendida como um adicional e circular vetor de desenvolvimento do mesmo território metropolitano. Às regularidades empíricas políticas que estabelecemos entre 1980 e 2001, num território metropolitano composto por 9 concelhos, acrescem, após 20 anos, e com o alargamento do território metropolitano a 17 concelhos, novas singularidades e tensões emergentes.
