Diretrizes curriculares nacionais para a educação ambiental: proposição de metodologia para plano de gestão ambiental em instituições de ensino superior

Resumo: In this study, the guidelines of the National Curricular Guidelines for an Environmental Education (DCNEA) - Resolution of the Ministry of Education and Culture (MEC) No. 02 of June 15, 12 - were used as a legal basis for an analysis of Pedagogical Projects of Forestry Engineering Courses, and Environmental Management Plans (PGA) of three federal public universities. Other legislations that deal with the Brazilian environmental theme were also used, emphasizing a National Environment Policy of 1981, considering the Brazilian constitutions, mainly the Federal Constitution of 1988 and National Policy for Environmental Education, in order to identify how these legislations contributed for the construction of DCNEA. The aim of the research was to analyze the National Curriculum Guidelines for Environmental Education (DCNEA) in organizing curriculum for Forest Engineering courses and to propose a methodology for the construction of an Environmental Management Plan that integrates the various institutional planning instruments. The study was subdivided into four chapters, the first of which is a literature review for the conceptualization of Environmental Education (EA), socio-environmental ethics and other concepts used during the research in its critical contours. In Chapters Two and Three the Forest Engineering PPPs (PGA) were studied from the following institutions that obtained the best positions at ENADE 2011: Federal University of Lavras (UFLA), Federal University of Viçosa (UFV) and Federal University of São Carlos ( UFScar). The study was carried out by means of the analysis of its three PPCs and PGA in what refers mainly to the Articles; 12, which presents the principles of EE; Article 13, which sets the objectives of EA; And Article 14. In chapter four, the socio-environmental ethics highlighted in Article 9 of the DCNEA / 2012 guides the construction and development of the Environmental Management Plan (PGA) of higher education institutions from a socio-environmental perspective, the focus of research in this fourth chapter. The methodology used for this study was qualitative, based on bibliographical research of literature review, and subdivided into stages with construction of documentary analysis script used in chapters two and three. It was concluded that one of the principles of DCNEA is sustainability. In the PGAs, in agreement with the DCNEA, it was found that the objectives proposed for EA still need to reach a higher level of articulation with the CFP, since few actions have been described by the documents analyzed. There is a lack of methodological tools that describe the paths already taken by higher institutions that have PGA consolidated and approved in the higher councils.

There is a lack of methodological tools that describe the paths already taken by higher institutions that have PGA consolidated and approved in the higher councils.Neste estudo, utilizou-se das normatizações das Diretrizes Curriculares Nacionais para a Educação Ambiental (DCNEA) - Resolução do Ministério da Educação e Cultura (MEC) Nº 02 de 15.06.12 - como fundamentação legal para a análise de Projetos Pedagógicos de Cursos (PPC) de Engenharia Florestal, e de Planos de Gestão Ambientais (PGA) de três universidades públicas federais. Utilizou-se também de outras legislações que tratam da temática ambiental brasileira, enfatizando a Política Nacional de Meio Ambiente de 1981, considerando as constituições brasileiras, principalmente a Constituição Federal de 1988 e a Política Nacional para a Educação Ambiental, para identificar como essas legislações contribuíram para a construção das DCNEA. A pesquisa teve como objetivo geral analisar as Diretrizes Curriculares Nacionais para a Educação Ambiental (DCNEA) ao se organizar currículos para cursos de Engenharia Florestal, e propor uma metodologia para a construção de Plano de Gestão Ambiental que integre os diversos instrumentos de planejamento institucional. O estudo foi subdividido em quatro capítulos, sendo o primeiro de revisão de literatura para conceituação da Educação Ambiental (EA), ética socioambiental e outros conceitos utilizados no decorrer da pesquisa em seus contornos críticos. Nos capítulos dois e três foram estudados os PPC de Engenharia Florestal e (PGA) das seguintes instituições que obtiveram as melhores colocações no ENADE 2011: Universidade Federal de Lavras (UFLA), Universidade Federal de Viçosa (UFV) e Universidade Federal de São Carlos (UFScar). O estudo foi realizado por meio da análise de seus três PPC e PGA no que se refere principalmente aos Artigos; 12, que apresenta os princípios da EA; Artigo 13, que apresenta os objetivos da EA; e Artigo 14. No capítulo quatro, a ética socioambiental em destaque no Artigo 9º da DCNEA /2012 orienta a construção e o desenvolvimento do Plano de Gestão Ambiental (PGA) das instituições de ensino superior em uma perspectiva socioambiental, foco da pesquisa neste quarto capítulo. A metodologia usada para este estudo foi qualitativa, baseada na pesquisa bibliográfica de revisão de literatura, e subdivida em etapas com construção de roteiro de análise documental utilizado nos capítulos dois e três. Concluiu-se que um dos princípios da DCNEA é a sustentabilidade. Nos PGA, em acordo com a DCNEA, verificou-se que os objetivos propostos para a EA precisam ainda atingir um nível maior de articulação com os PPC, uma vez que poucas ações foram descritas pelos documentos analisados.
