Desenvolvimento local apartir da operacionalização do PNAE e PAA: O caso do assentamento Marrecas no Município de São João do Piauí – Piauí

The main objective of this study is to understand the local development of Marrecas settlement in São Joao do Piauí, through the operationalization of government food acquisition programs, in this case the PNAE and PAA, through the strengthening of family farming. A contextualization of family farming in the state of Piauí. The study seeks to identify the difficulties, contributions and potentialities of the process of commercialization of family farming products through the institutional market. To achieve this aim, a methodological framework was adopted based on secondary data collection from relevant bibliographic queries which deal with the theme and other research instruments that allow a statistical analysis. It begins with an approach to settlement and class struggle in the countryside, land struggle, MST, agricultural production and class consciousness as contextual elements. And it presents a brief history of the policies of food acquisition in Brazil, from the analysis of its phases until its universalization. PNAE and PAA are comprehended as policies aimed at ensuring the improvement of food for vulnerable people and public school students, also aimed at improving living conditions in rural areas, productive inclusion and education as well as the reduction of social inequalities. Through this study it was possible to verify that the programs are indispensable, given that they have a direct contribution to the development of the settlement and consequently for the municipality, as they are mechanisms that have the ability to promote the insertion of family farming production in the market. There are some obstacles in the operationalization of the programs. In the case of PAA, the settlers of Marrecas have no access to it and there are other modalities of obstacles such as stockpiling, non-compliance with the legislation regarding PNAE resources from the FNDE for the acquisition of family farming of at least 30%, the lack of better training, regarding the legislation, for the agents involved, the lack of technical assistance and logistics issues to transport the production, among others. It is important to define the great potential of local development programs and, moreover, to emphasize that they depend on the implementation of other public policies that promote the development of family farming.
