This work aims to analyze the promotion of public innovation policies for the development of the pharmaceutical industry in Brazil in the 21st century. It starts with an explanation of the conceptions about innovation and its evolution in capitalism. Some consequences of the reformulation of production techniques as socioeconomic losses for the working class are discussed. The importance of Intellectual Property (IP) protection is discussed, in particular patents. An overview of the financing of innovation in Brazil is presented, highlighting the experience of the National Bank for Economic and Social Development (BNDES) in the Brazilian political and economic spheres. The development of the Brazilian pharmaceutical industry is analyzed. It explains the creation of the Industrial, Technological and Foreign Trade Policy (PITCE) and the development of the Program to Support the Development of the Pharmaceutical Productive Chain (Profarma). Profarma's performance is explained based on the adoption of innovation policies implemented by the State. The research considers the efforts of the Brazilian State to encourage innovation, from the beginning of the 21st century. The challenges faced and perspectives of the Brazilian pharmaceutical industry in contemporaneity are highlighted. It is concluded, therefore, that investments in innovation policies in the Lula and Dilma administrations, contributed to the development of the pharmaceutical industry in Brazil between 2003 and 2015. Emphasizes, yet, the insufficiency of growth presented by the pharmaceutical sector in the country in view of the reduction of state investments with innovative policies from 2016.
