Resumo: The objective of this paper is to present the first in a series of four exhibitions held by the São Paulo Biennial Foundation between the years 1970 and 76, called National Biennials of São Paulo. Based on research elaborated in historical documents in the Historical Archive Wanda Svevo, the aim was to analyze the causes that led to the creation of the Pre-biennial of 1970, its role and its relevance for the São Paulo Biennial Foundation and for the historical and artistic scenario of the period. Despite being exhibitions organized by the Biennial Foundation, the National Biennials were marginalized by the history built by the Foundation and overlooked by the historiography of art.

Buscou-se analisar o motivo pelo qual foi criada a Pré-Bienal 1970, a sua função e a sua relevância para a Fundação Bienal de São Paulo e para o cenário histórico-artístico do período, a partir de pesquisa elaborada em documentos históricos presentes no Arquivo Histórico Wanda Svevo, da historiografia da arte e da crítica da época.
