Resumo: | New guidelines for Urban Planning are established from the Federal Constitution of 1988 and the Statute of Cities (Law 10.257 / 01), among these guidelines the popular participation as a society representation stands out, which enabled participation in moments decision-making processes for public actions and policies. With this focus in mind, this article aims to identify the actors involved in popular participation and what points were discussed by these actors in the review of the Master Plan and in preparation of the Urban Mobility Plan in Ponta Grossa - Pr. The data collection was organized based on seven community workshops and four public hearings from June 2018 to March 2019. The methodology used was exploratory and descriptive research, quantitative data were collected from attendance lists, photographic records and direct participant observation. The results reveal the importance of participation in the process of building the Master Plan and the Mobility Plan. |

The results reveal the importance of participation in the process of building the Master Plan and the Mobility Plan.Estabelece-se novas diretrizes para o Planejamento Urbano a partir da Constituição Federal de 1988 e do Estatuto das Cidades (Lei 10.257/01), dentre essas diretrizes destaca-se a participação popular como representatividade da sociedade, que possibilitou a participação em momentos decisórios de construção de ações e políticas públicas. Tendo este foco, o presente artigo visa identificar os atores envolvidos na participação popular e quais os pontos discutidos por esses atores na revisão do Plano Diretor e na elaboração do Plano de Mobilidade Urbana em Ponta Grossa – Pr. A coleta de dados foi organizada a partir de sete oficinas comunitárias e quatro audiências públicas no período de junho de 2018 a março de 2019. A metodologia empregada foi pesquisa exploratória e descritiva, os dados quantitativos foram coletados a partir das listas de presença, registros fotográficos e observação participante direta. Os resultados revelam a importância da participação no processo de construção do Plano Diretor e do Plano de Mobilidade.
