Resumo: This research aims to identify the main contradictions of official policy of agrarian reform, as well as its consequent impacts economic-social problems to the peasant class in the region of São Francisco Valley. To this end, we start from a study on aspects relating to the agrarian structure and the organization of production of the landlordism until the process of conformation of the community of Agrarian Reform (1988-1998). Thus, the Project of settlement, applied as a promise to cast the land to the peasants, developed as a landowner, leveraged by the basis of legal-administrative of the State, having as main objective the capitalization of large property and the entire structure it assembled. It was concluded that this model of agrarian reform, in addition to being an instrument to capitalize the landowners, it constitutes a mechanism of reproduction and evolution of the contradictions of the agrarian question and peasant.

Para tanto, partimos de um estudo nos aspectos referentes à estrutura fundiária e a organização de produção do latifúndio até o processo de conformação da comunidade de reforma agrária (1988-1998). Assim, o Projeto de Assentamento, aplicado como promessa de reparto da terra aos camponeses, desenvolveu-se como uma manobra latifundiária, alavancada pela base jurídico-administrativo do Estado, tendo como objetivo principal a capitalização da grande propriedade e de toda a estrutura nela montada.
