CRIMINALIDADE, SEGURANÇA PÚBLICA E SUSTENTABILIDADE EM DESTINOS TURÍSTICOS: : ENSAIO EXPLORATÓRIO ACERCA DA PRODUÇÃO ACADÊMICA BRASILEIRA (2004-2018)

Resumo: | This study aims to: a) raise papers carried out in the Brazilian reality about the tourist problematic, public security and criminality; b) perform a critical reading of each paper; c) weave a diagnostic of its state of the art, seeking to point the suggested ways, some gaps perceived and the possibilities of connections between the researches. In terms of methodology, it is a bibliographic research of theoretical analysis. It does not attach to methodological conventions of a biometrical research, neither it carries out a quantitative content analysis with the textual material raised. It is a free essayistic exercise. The temporal cut was established in the most dilated possible, being from the year of publication of the first paper found until the last one (2004-2018). The papers were collected in free form in Scholar Google and the CAPES Periodical Portal. As conclusions, it was verified that a significant part of Brazilian studies does not reproduce the media alarm regarding to the social fear as a determinant factor to the distance of tourists. However, we problematize that part of these studies, or almost all of them, does not relate the increasing of criminality (and its multiple possibilities of manifestation) to the variations of tourist demand in dilated temporal series, neither “spatializes” the criminality by zones/areas, viewing to correlate the meetings – and divergences – to the tourist dynamics. Furthermore, we reinforce that part of the researches also does not conduct the effort of typifying the main crimes against the tourist (highlighting the damage, time and place) and in which way this violence can affect the sustainability of the tourist spaces and the image of the places. In this way, some researches repeat clichés already learned in the tourism field that the systemic crime and violence distance tourism, or, ideally, crimes are, in their majority, against property (thefts and robberies). |

En términos metodológicos, se trata de un análisis teórico bibliográfico. No se prende a las convenciones metodológicas de una pesquisa bibliométrica, y tampoco realiza un análisis temático cuantitativo con el material textual explorado. Se trata de un libre trabajo ensayístico. El recorte temporal fue establecido de la forma más dilatada posible, o sea, a partir del año de publicación del primer trabajo encontrado hasta el último (2014-2018). Los trabajos fueron captados en el sistema Google Académico y en el Portal de Periódicos da Capes/Brasil. Como conclusiones, se percibió que parte significativa de los estudios brasileños no reproduce, abiertamente, la alarma mediática acerca del miedo social como factor determinante para el desplazamiento de turistas. Con todo, problematizamos que parte de esos estudios, o su totalidad, no relaciona el incremento de la criminalidad (y sus múltiples posibilidades de manifestación) con las variaciones de demanda turísticas en series temporales dilatadas, tampoco divide la criminalidad por zonas/áreas, visando a correlacionar los encuentros – y desencuentros – con la dinámica del turismo. Además, reforzamos que parte de las investigaciones también no realiza el esfuerzo de tipificar los principales crímenes contra el turista (a destacar el deño, horario y local) y de qué forma esa violencia termina afectando la sustentabilidad económica de los espacios turísticos y la imagen de los lugares en cuestión. De ese modo, algunos estudios repiten clichés ya conocidos en ese campo académico, como el de que el crimen y los disturbios dificultan y disminuyen la actividad turística, o, aun así, cuando se dice que los crímenes son mayormente contra el patrimonio, expreso por hurtos y robos.Este estudo possui como objetivos: a) levantar trabalhos realizados, na realidade brasileira, acerca das problemáticas do turismo, da segurança pública e da criminalidade; b) realizar uma leitura crítica de cada trabalho; c) tecer um diagnóstico de seu estado da arte, visando apontar os caminhos seguidos, algumas lacunas percebidas e as possibilidades de conexões entre as pesquisas. Em termos metodológicos, trata-se de uma pesquisa bibliográfica de análise teórica. Não se prende as convenções metodológicas de uma pesquisa bibliométrica, tampouco realiza uma análise de conteúdo quantitativa com o material textual levantado. Trata-se de um livre exercício ensaístico. O recorte temporal foi estabelecido da forma mais dilatada possível, isto é, a partir do ano de publicação do primeiro trabalho encontrado até o último (2004-2018). Os trabalhos foram captados, de forma livre, no Google Acadêmico e no Portal de Periódicos da Capes. Como conclusões, verificou-se que que parte significativa dos estudos brasileiros não reproduz o alarme midiático acerca do medo social como fator determinante para o afastamento de turistas. Contudo, problematizamos que parte desses estudos, ou a quase totalidade deles, não relaciona o aumento da criminalidade (e suas múltiplas possibilidades de manifestação) com as variações da demanda turística em séries temporais dilatadas, tampouco “espacializam” a criminalidade por zonas/áreas, visando correlacionar os encontros – e desencontros – com a dinâmica do turismo. Além disso, reforçamos que parte das pesquisas também não realiza o esforço de tipificar os principais crimes contra o turista (destacando o dano, horário e local) e de que forma essa violência termina afetando a sustentabilidade dos espaços turísticos e a imagem dos lugares.
