ANALYSE OF THE PRODUCTIONS ABOUT FORMATION AND CAPACITATION OF PUBLIC STAFF WHO MADE UP THE NATIONAL SYSTEM OF SPORTS AND LEISURE (2009 – 2018)

Resumo: This study is part of the following guiding question – “How the long term policies of formation occur for the public staff who worked with sports and leisure?”.   We aim to identify in the studies that happen in Brazil. How does the long-term formation process has happen for the agents who make up the National System of Sports and Leisure (SNEL) that act in the public policies?  So, we choose to use State Knowledge (EC) through the following base of data: Scielo, Scopus and Portal of Periodic of Caps from 2009 to 2018 . It was taken into account the following key words in English and Portuguese: 1) capacitação and esporte and lazer; 2) formação and agentes públicos and esporte and lazer. While searching it was found 159 production, however, only one come across with the proposed objective. Therefore, the analyze of the collected source occurred in a qualitative way through the Analyze of Content (AC) proposed by Bardin (2016). Thus, it was identified that there is no consolidated public agenda for the capacitation of public agents who work with sports and leisure. In addition, it was noticed just a few production about this theme as well as a few possibility to form  groups to study this issue which  could allow to amplify them in other places.

El objetivo es identificar en los estudios realizados en Brasil, cómo se ha configurado el proceso de formación continua de los agentes que conforman el Sistema Nacional del Deporte y el Ocio (SNEL) que trabajan en políticas públicas. Así, optamos por el uso del Estado del Conocimiento (EC), a partir de las siguientes bases de datos, Scielo, Scopus y Portal de Periódicos Capes, dentro de un plazo de 2009 a 2018, a partir de las siguientes palabras clave en inglés y portugués: 1) capacitação and esporte and lazer; 2) formação and agentes públicos and esporte and lazer. Al llevar a cabo la búsqueda, se encontraron 159 producciones, pero sólo una era coherente con el objetivo propuesto. Por lo tanto, el análisis de la fuente recopilada se realizó cualitativamente a través del Análisis de Contenido (AC) propuesto por Bardin (2016). Así se ha identificado que cuando se trata de la formación y entrenamiento de agentes públicos que trabajan con el deporte y el ocio, no existe una agenda pública consolidada. Además, hubo poca producción sobre el tema y la posibilidad de la construcción de estudios, con el objetivo de su reproducibilidad en otros lugares.  O presente estudo parte da seguinte questão norteadora “como ocorre a política de formação continuada para os agentes públicos que trabalham com o esporte e o lazer?”. Objetiva-se identificar nos estudos realizados no Brasil, como tem se configurado o processo de formação continuada dos agentes que compõem o Sistema Nacional de Esporte e Lazer (SNEL) que atuam nas políticas públicas. Desta forma, optou-se pela utilização do Estado do Conhecimento (EC), a partir das seguintes bases de dados, Scielo, Scopus e Portal de Periódicos Capes, dentro de um recorte temporal de 2009 a 2018, partindo das seguintes palavras-chave nos idiomas inglês e português: 1) capacitação and esporte and lazer; 2) formação and agentes públicos and esporte and lazer. Ao realizar a busca, encontrou-se 159 produções, porém, apenas uma coadunou com o objetivo proposto. Por conseguinte, a análise da fonte coletada, deu-se de modo qualitativo, por meio da Análise de Conteúdo (AC) proposta por Bardin (2016). Assim identificou-se que no que se trata da formação e capacitação dos agentes públicos que trabalham com esporte e lazer não existe uma agenda pública consolidada.
