Resumo: Law 5026 allows the qualification of civil society organizations in social organization for the management of public facilities. This paper aims to detail the relationship between the ATLAS Social Organization and the Municipality of Rio de Janeiro. We will analyze the entity’s qualification process, as well as the event won for the management of Encantado the Olympic Village, the management contract and its amendments. Our search was made in the database of the Official Gazette of the Municipality of Rio de Janeiro. In conclusion, it is noteworthy and evident the presence of a process of commodification of social policies.

Este trabajo tiene como objetivo detalle la relación entre la organización social de ATLAS y el Municipio de Río de Janeiro. Analizaremos proceso de calificación de la entidad, así como el evento de ganado para la gestión de Encantado de la Villa Olímpica, el contrato de gestión y sus modificaciones. Nuestra búsqueda se realizó en la base de datos de la Gaceta Oficial de la Municipalidad de Río de Janeiro. En conclusión, es evidente presencia de notable y una privatización de las políticas sociales de deporte y ocio.A Lei 5.026 permite a qualificação de entidades da sociedade civil em organização social para a gestão de equipamentos públicos. Este trabalho tem como objetivo pormenorizar a relação entre a Organização Social ATLAS e a Prefeitura Municipal do Rio de Janeiro. Para tanto, analisaremos o processo de qualificação da entidade, assim como o certame vencido para a gestão da Vila Olímpica do Encantado, o contrato de gestão e seus aditivos. Nossa busca foi efetuada na base de dados do Diário Oficial do Município do Rio de Janeiro.
