ABANDONMENT OF DOGS AND CATS: BIBLIOGRAPHICAL AND DOCUMENTARY STUDY ON CAUSES, IMPLICATIONS AND MANAGEMENT EXPERIENCES IN BRAZIL AND IN THE WORLD

Resumo: Dogs and cats have been domesticated and are currently considered companion animals for humans. Irresponsible behavior has led to their abandonment worldwide. O Abandonment and the consequent growth of the animal population are challenges for public management, affecting areas such as animal welfare, public health and biodiversity conservation. Data related to this problem are imprecise and diffuse, making decision-making difficult and generating piecemeal and discontinuous actions. This review shows that the solution to the problem requires a combination of different public policies, taking into account local particularities, as well as the union between public authorities, society and companies to guarantee animal welfare and the control of abandonment and associated problems.

Un comportamiento irresponsable ha llevado a su abandono en todo el mundo. O El abandono y el consiguiente crecimiento de la población animal son retos para la gestión pública, que afectan a ámbitos como el bienestar animal, la salud pública y la conservación de la biodiversidad. Los datos relacionados con este problema son imprecisos y difusos, dificultando la toma de decisiones y generando actuaciones poco sistemáticas y discontinuas. Esta revisión muestra que la solución del problema pasa por una combinación de diferentes políticas públicas, teniendo en cuenta las particularidades locales, así como la unión entre poderes públicos, sociedad y empresas para garantizar el bienestar animal y el control del abandono y los problemas asociados.O abandono de animais domésticos é um fenômeno mundial e grande desafio para a gestão dos municípios brasileiros, onde a ausência de um efetivo controle populacional afeta segmentos como saúde pública, bem-estar animal e conservação da biodiversidade. Cães e gatos domésticos estão entre as maiores ameaças à biodiversidade, tanto em ecossistemas naturais quanto em áreas verdes urbanas. A gestão pública enfrenta dificuldades para lidar com abandono de animais, sendo o controle populacional destas espécies uma alternativa ambientalmente viável. Contudo, os dados relativos a essa problemática são imprecisos e difusos, dificultando a tomada de decisões e gerando ações pontuais e descontínuas.
