Resumo: To evaluate the Mais Médicos Program (PMM) through the perceptions of users, health professionals and management in the municipality of Itapiúna/Ceará. Method: Qualitative study, conducted with 18 users, 3 physicians and 5 nurses, from 5 Basic Health Units, and 1 municipal health manager. Data and information were collected through semi-structured interviews and open questionnaires, using the content analysis technique explored by Bardin (2016). The research was approved by the Unilab Ethics Committee. Final results and reflections: It was verified that PMM involves social, professional, and administrative recognition as an important instrument of access to health care in the context of the researched reality. It was also noted that the research groups saw the possibility of closing the PMM as a decline in the effort that the Federal Government has been establishing to strengthen the population's access to Primary Care.
