Technical and Technological Vocational Education in Brazil: a dual construction

Resumo: | In the orchestrated opposition between the world of work and the world of ideas, the division between the school of knowledge and the school of doing is strengthened, with the first coming to the ruling elites and the second to the subaltern social groups. It is under this principle that this text presents, historically, the separate formation in Brazil of a block of vocational-technological education, from courses of initial and continuing training to the advanced courses of technology, parallel to the general propaedeutic training that leads university courses. In order to defend this thesis, the arguments that built and maintain the dual organization of the Brazilian education system throughout the 20th century are raised through a bibliographical and documentary review. It focuses on the educational policies related to vocational education and, in particular, technical secondary education in Brazil, a privileged locus for understanding the duality of the national educational system. As a result, analyzes and information collected are presented in conjunction with the social and historical context, highlighting the presence of political struggles. |

As a result, analyzes and information collected are presented in conjunction with the social and historical context, highlighting the presence of political struggles.Na orquestrada oposição entre o mundo do trabalho e o mundo das ideias, reforça-se a divisão entre a escola do saber e a escola do fazer: a primeira voltada às elites dirigentes e a segunda aos grupos sociais subalternos. À luz dessa referência, o presente texto aborda, historicamente, a configuração dualista da estrutura escolar no Brasil durante o século XX: de um lado, um bloco de educação profissional-tecnológica, que vai desde cursos de formação inicial e continuada até os cursos superiores de tecnologia, e, de outro, a formação geral propedêutica que leva aos cursos superiores universitários. A metodologia adotada para fundamentar essa tese consistiu em revisão bibliográfica e documental, identificando-se argumentos que construíram e mantiveram a organização dual do sistema de ensino brasileiro para o período em análise. Realiza-se um exame de políticas educacionais destinadas à educação profissional, especialmente aquelas dirigidas ao ensino médio técnico no Brasil, lócus privilegiado para se explicar a dualidade do sistema educativo nacional.
