Resumo: O texto apresenta uma proposta teórico-metodológica de construção democrática de uma política de gestão do ensino municipal. Para tanto apresenta diretrizes gerais que sintetizam um plano de trabalho básico para a elaboração de uma política degestão pública e participativa. São orientações que se traduzem em ações a serem encaminhadas visando a melhoria da educação, tendo como pressuposto a intervenção objetiva e orientada do órgão gestor da educação municipal.
