Resumo: | The aim of this study was to correlate health policies with the path taken by the nursing profession as a professional and social practice. Based on a review of Brazilian Nursing Conference programs and proceedings between 1947 and 2000, we tracked all the major themes and sub-themes, using subject-related keywords. Our results showed that for a significant time period, nurses efficiently and effectively reproduced government policies. Certain elements appear to shape participation of the nursing profession in the construction of health policies, among which are the gender division of work and the technical training of nurses. We conclude that notwithstanding the development of Brazilian Nursing, there is an urgent need to rethink the scientific and political neutrality that has characterized the participation of nurses in the construction of health policies. |

A partir de una consulta en los libros de programación y resúmenes de los Congresos Brasileños de Enfermería rastreamos todos los temas centrales y subtemas; utilizamos términos descriptores relacionados al asunto en el período de 1947 al 2000. Como resultado observamos que, durante mucho tiempo, reproducimos eficiente y eficazmente lo que indicaban las políticas gubernamentales. Algunos elementos parecen determinar la participación de la enfermería en la construcción de las políticas de salud, entre ellos la división sexual del trabajo y la formación técnica de la enfermería brasileña. Concluimos que, a pesar de los avances en la enfermería brasileña, es imprescindible repensar la neutralidad científica y política que marcó tal participación.O objetivo deste trabalho foi correlacionar a trajetória da Enfermagem como prática profissional e social às políticas de saúde. A partir de consulta aos livros de programação e resumos dos Congressos Brasileiros de Enfermagem, rastreamos todos os temas centrais e subtemas, utilizando termos descritores relacionados ao assunto, no período de 1947 a 2000. Como resultado, evidenciou-se que, por muito tempo na história, reproduzimos de maneira eficiente e eficaz o que era determinado pelas políticas governamentais. Alguns elementos parecem determinar a participação da Enfermagem na construção das políticas de saúde, entre eles a divisão sexual do trabalho e a formação técnica da Enfermagem.
