Reflections on the psychiatric reform and the (re) construction of public policies

Resumo: This is a reflexive study based on the analysis of 32 papers found in LILACS and MEDLINE databases. It aims to describe the contributions of the Psychiatric Reform and the National Mental Health Policies to the knowledge and existent practices, and to discuss the progresses and impasses evidenced in the articulation of health services and in the interdisciplinarity of the multiprofessional teams' actions. There were advances in the construction of new services network and in the promotion of practices based on the reform principles. However, such achievements faced political-administrative and economic obstacles as well as others referent to the formation of the body of professionals involved in the area. Even though there are several dissonances, the study was directed to subjects and experiences that corroborate the Brazilian Psychiatric Reform precepts and it may work as an on-going reflection on the (re) construction of knowledge/ practice in mental health.

Su objetivo fue describir las contribuciones de la Reforma Psiquiátrica y de la Política Nacional de Salud Mental al conocimiento y a las prácticas existentes y discutir los progresos y los obstáculos existentes en la articulación de los servicios de salud y en las acciones interdisciplinarias de los equipos multidisciplinarios. Se han comprobado avances en la construcción de nuevas redes de servicios y en la promoción de prácticas basadas en los preceptos de la Reforma. Sin embargo, los logros enfrentan obstáculos político - administrativos, económicos y pertinentes a la formación del cuerpo de profesionales que participan en el area. Aún ante varias discrepancias, el estudio ha estado orientado hacia cuestiones y experiencias que corroboran los preceptos de la Reforma Psiquiátrica brasileña y puede servir como reflexión acerca de la continuidad de la reconstrucción del saber-hacer en salud mental.Trata-se de estudo reflexivo, realizado por meio da análise de 32 artigos científicos nos bancos de dados LILACS e MEDLINE. O objetivo foi descrever as contribuições dadas pela Reforma Psiquiátrica e a Política Nacional de Saúde Mental aos saberes e práticas existentes, bem como discutir os progressos e impasses evidenciados na articulação dos serviços de saúde e na interdisciplinaridade das ações das equipes multiprofissionais. Constataram-se avanços na construção de novas redes de serviços e na promoção de práticas pautadas pelos preceitos da Reforma. No entanto, deparou-se com entraves de cunho político-administrativo e econômico, pertinentes à formação do corpo de profissionais envolvidos na área.
