Resumo: This is a study of documents on the shortage of nurses, their uneven distribution and the poor conditions in which they carry out their work. Secondary sources were used, especially official data available in the human resources observatory of the Pan-American Health Organization (PAHO), the International Work Organization, the Information on Human Development of 2004 and 2006 and contributions of research in different countries. The subject is introduced showing the theoretical problems and the issues of the availability of reliable data for the study of the nursing workforce. It identifies some of the approaches used in these studies. It shows various categories that refer to the health workers and discusses those most widely employed: workforce and human resources. It emphasizes three dimensions in the context of the research questions: the dismantling of the state of well-being with the changes in the production system and services; the reorganization of the State and the feminization of health employment. Data about the nursing workforce in the Americas are presented, making comparing countries by the indicators: number of nurses per 10,000 inhabitants, the proportion of nurses to auxiliaries, the urban concentration of health workers contrasted to public health indicators such as deliveries by qualified health personnel and projections for the population older than 65 in 2015. The working conditions and professional migration are also described.

Fue realizado a partir de fuentes secundarias en especial de datos oficiales disponibles en el observatorio de recursos humanos de la Organización Panamericana de la Salud (OPS/OMS), la organización Internacional del Trabajo (OIT), los Informes sobre Desarrollo Humano de los años 2004 y 2006 y aportes de investigaciones realizadas en diferentes países. Se introduce el tema mostrando los problemas teóricos y de disponibilidad de datos confiables para el estudio de la fuerza de trabajo de enfermería. Identifica algunos de los enfoques empleados en estos estudios. Muestra diversas categorías que hacen referencia a los trabajadores de la salud deteniéndose en las dos más empleadas: fuerza de trabajo y recursos humanos. Destaca tres dimensiones en el contexto donde se sitúan las preguntas de investigación como son el desmantelamiento del estado de bienestar con las mutaciones en el sistema productivo y de la prestación de servicios; la reorganización del Estado y la feminización del empleo en salud. Se presentan datos del panorama de la fuerza de trabajo de enfermería en las Américas comparando entre países el indicador de enfermeras por 10.000 habitantes, la proporción de enfermeras y auxiliares, la concentración urbana de este recurso en contraste con indicadores de saludo pública como partos atendidos por personal sanitario calificado, y las proyecciones en población mayor de 65 años para el año 2015. Se tipifican las condiciones de trabajo y la migración profesional.Trata-se de um estudo documentário sobre a escassez de enfermeiras, sua distribuição irracional e as más condições de trabalho a que se submetem. Este estudo foi realizado a partir de fontes secundárias, especialmente de dados oficiais disponíveis no observatório de recursos humanos da Organização Pan-Americana da Saúde (OPAS/OMS), da Organização Internacional do Trabalho (OIT), dos Relatórios sobre Desenvolvimento Humano dos anos 2004 e 2006 e de contribuições de pesquisas realizadas em diferentes países. O tema é introduzido mostrando-se problemas teóricos e de disponibilidade de dados confiáveis para o estudo da força de trabalho em enfermagem. Categorias que fazem referência aos trabalhadores da saúde são analisadas, enfatizando-se as duas mais empregadas: força de trabalho e recursos humanos. No contexto, destacam-se três dimensões onde se situam as perguntas de pesquisa as quais correspondem ao desmoronamento do estado de bem-estar devido as mutações no sistema produtivo e de prestação de serviços; a reorganização do Estado e a feminização do emprego em saúde. Apresentam-se dados do panorama da força de trabalho em enfermagem nas Américas, comparando-se o indicador de enfermeiras por 10.000 habitantes, a proporção de enfermeiras e auxiliares, a concentração urbana deste recurso em contraste com indicadores de saúde pública como partos atendidos por pessoal sanitário qualificado e as projeções na população maior de 65 anos para o ano de 2015.
