Traces and ruins of the commodification of nature: the State and the expansion of capital in the Brazilian Amazon through the construction of the Belo Monte Hydroelectric Plant

Resumo: The project to build the Belo Monte Hydroelectric Plant was characterized, from the beginning of its formulation, by discretion around its implementation and questions about its viability. Thus, this article aims to understand how the construction of the Belo Monte Hydroelectric Plant operated in order to expand capital into the Brazilian Amazon through state policies, making the state an ally of capitalist expansion, environmental degradation and destruction of the ways of life of indigenous peoples, riverside dwellers and the local population. Thus, we will initially analyze the role of the state in the capitalist system and the position of the Brazilian state in relation to the Amazon. Secondly, we seek to understand the role of the state in environmental degradation in the Amazonian territory, especially during the periods of the corporate-military dictatorship and the governments of the Workers’ Party (2002-2016). Finally, we seek to understand the construction of Belo Monte from the role of state protagonism and the destruction of the natural and social Amazonian environment, which is accomplished through analysis of primary sources, such as PAC reports, and secondary sources. It is concluded that the process involved plundering, environmental degradation, control of territory and systematic violence, assisting the expansion of capital.

Así, este artículo pretende entender cómo la construcción de la Central Hidroeléctrica de Belo Monte ha operado para expandir el capital en la Amazonía brasileña a través de políticas estatales, haciendo del Estado un aliado de la expansión capitalista, la degradación ambiental y la destrucción de las formas de vida de los pueblos indígenas, ribereños y la población local. Por lo tanto, se presenta inicialmente el análisis del papel del Estado en el sistema capitalista y la posición del Estado brasileno ante la Amazonía. En segundo lugar, se procura comprender la actuación del Estado en la degradación ambiental en el territorio amazónico, especialmente durante los períodos de la dictadura corporativa-militar y los gobiernos del Partido de los Trabajadores (2002-2016). Por último, se intenta comprender la construcción de Belo Monte desde el papel de protagonismo del Estado y de la destrucción del medio ambiente natural y social amazónico, lo que se realiza a través de fuentes primarias, como los informes del PAC, y secundarias. Se concluye que el proceso implicó el saqueo, la degradación del medio ambiente, el control del territorio y la violencia sistemática, ayudando a la expansión del capital.O projeto de construção da Usina Hidrelétrica de Belo Monte foi caracterizado, desde o início de sua formulação, pela discricionariedade em torno de sua implementação e questionamentos sobre sua viabilidade. Desse modo, este artigo tem como objetivo  compreender como a construção da Usina Hidrelétrica de Belo Monte operou de modo a expandir o capital para a Amazônia brasileira por meio de políticas estatais, tornando o Estado aliado da expansão capitalista, degradação ambiental e da destruição dos modos de vida dos povos indígenas, ribeirinhos e da população local. Assim, perpassa-se inicialmente a análise do papel do Estado no sistema capitalista e o posicionamento do Estado brasileiro perante a Amazônia. Em segundo momento, busca-se compreender a atuação do Estado na degradação ambiental no território amazônico, especialmente durante os períodos da ditadura empresarial-militar e nos governos do Partido dos Trabalhadores (2002-2016). Por fim, procura-se compreender a construção de Belo Monte a partir do papel de protagonismo do Estado e da destruição do meio ambiente natural e social amazônico, o que é realizado através de análise de fontes primárias, como relatórios do PAC, e secundárias.
