Resumo: The article aims to approximatereason of State(typical concept of modern political thought) closer to neutral power (concept extracted from the work of Benjamin Constant). Based on the interpretation that a neutral power is justified by the bankruptcy of the representative system and popular sovereignty, the work shows that both concepts have a common purpose: the preservation of the State without the use of violence and the maintenance of existing institutions.

Partiendo de la interpretación de que un poder neutral se justifica por el fracaso del sistema representativo y de la soberanía popular, el documento demuestra que ambos conceptos tienen un propósito común: la preservación del Estado sin el uso de la violencia y el mantenimiento de las instituciones existentes.O artigo pretende aproximar razão de Estado (conceito típico do pensamento político moderno) de poder neutro (conceito extraído da obra de Benjamin Constant).
