The State as mediator of interests: from the conception of political science to the conception of sociology

Resumo: This article deals with the contributions of Political Science and Sociology to the understanding of the State, evidencing a formalist and abstract perception in the field of the former and a substantialist and concrete perception in the field of the latter. However, the contributions of both areas present a convergence that evidences the role of mediation in conflicts of interest between individuals and groups as one of the most relevant played by him. At the beginning of the 20th century, it was verified that this mediation activity took place in a corporatist and nationalist scenario, having, during the second half of this century, transformed into a neo-corporatist and internationalist arrangement as an effect of the pluralism towards which the social composition walked. In this context, it was concluded that the sociological approach makes it possible to explain more clearly this mediation role exercised by the State in the face of different entities representing groups in an internationalized national environment. Furthermore, this approach has the potential to contribute to the research agenda aimed at understanding how pluralism led to the structuring of neocorporatism and how relationships and disputes between divergent interests at the international level occur and are structured, especially with regard to public governance and global governance, already structured in this scenario and that raise important discussions about legitimacy.

Sin embargo, los aportes de ambas áreas presentan una convergencia que evidencia el papel de la mediación en los conflictos de intereses entre individuos y grupos como uno de los más relevantes desempeñados por él. A principios del siglo XX, se constató que esta actividad de mediación se desarrollaba en un escenario corporativista y nacionalista, habiéndose transformado, durante la segunda mitad de este siglo, en un arreglo neocorporativista e internacionalista como efecto del pluralismo hacia que caminó la composición social. En este contexto, se concluyó que el enfoque sociológico permite explicar con mayor claridad este rol de mediación que ejerce el Estado frente a diferentes entidades representativas de colectivos en un entorno nacional internacionalizado. Además, este enfoque tiene el potencial de contribuir a la agenda de investigación dirigida a comprender cómo el pluralismo condujo a la estructuración del neocorporativismo y cómo se producen y estructuran las relaciones y disputas entre intereses divergentes a nivel internacional, especialmente en lo que respecta a la gobernanza pública y a la gobernanza global ya estructuradas en este escenario y que suscitan importantes discusiones sobre legitimidad.Este artigo trata das contribuições da Ciência Política e da Sociologia para a compreensão do Estado, evidenciando uma percepção formalista e abstrata no campo da primeira e uma percepção substancialista e concreta no âmbito da segunda. Entretanto, as contribuições de ambas as áreas apresentam uma convergência que evidencia o papel de mediação nos conflitos de interesses entre indivíduos e grupos como um dos mais relevantes exercidos por ele. No início do Século XX, verificou-se que essa atividade de mediação ocorreu inscrita em um cenário corporativista e nacionalista, tendo, durante a segunda metade desse Século, se transformado em um arranjo neocorporativista e internacionalista como efeito do pluralismo para o qual caminhou a composição social. Nesse contexto, concluiu-se que a abordagem sociológica permite explicar com mais clareza esse papel de mediação exercido pelo Estado em face de diferentes entidades representativas de grupos em um ambiente nacional internacionalizado.
