The Brazilian government planning in the global political-economic alignment: historical considerations

The objective of this work is to discuss the historical aspects of Brazilian governmental planning in dialogue with the global political-economic context, according to each period. To do so, it is divided into two parts, in which the first deals with three milestones considered most prominent: a) the governments of Getúlio Vargas; b) the JK Goals Plan; c) the military regime. The discussion then permeates the 1995 State Reform and its consequences in order to highlight the importance of the PAC as the current instrument of governmental planning in Brazil. It is characterized as a theoretical debate, proposing a dialogue with several authors on the subject, from the consecrated to the most recent discussions. The conclusion is that the Brazilian state, during the 20th century, maintains an intense pace of planning, in the search to reorganize the necessary bases to implant a continuous development, even with different conceptions and different political regimes; and that the instruments of government planning will not only have a technical aspect but also a political relevance in order to consolidate internal ideals and consensus and establish alignments to the international political-economic conjuncture. Although, at present, the effort is to materialize the Plurianual Plan as a unique tool of planning of the federated entities.
